<br />The Colorado General Assembly enacted House Bill 1600, called <br />the "Colorado Disaster Emergency Act of 1978". to address <br />matters of disaster within the State, This act created the <br />Division of Disaster Emergency Services (DODES) which is now <br />under the Department of PUblic Safety. DODl,S is the primary <br />State agency responsible for emergency preparedness <br /> <br />Programs. assistance. and activities in flood related <br />activities include mitigation, prE'paredness, response, and <br />recovery, DODES is responsible for coordinating the work of <br />other State agencies in these four areas, The Division has <br />prepared the Colorado Natural Disaster Emergency Operation <br />Plan. which details response activities of State agencies <br />during emergencies, <br /> <br />By Executive Order. dated Apr i1 1, 1978. <br />responsibility to oversee the preparedness and <br />planning work of local governments such as San <br />Costilla County, DODES also reviews the preparedness <br />local governments to see how well they address local <br />hazards. <br /> <br />DUDES has <br />emergency <br />Luis and <br />plans of <br />potential <br /> <br />DODES will review the Town of San Luis EmE,rgency Declaration <br />and advise Governor Romer on possible steps to be taken. <br /> <br />4,9 Private Actions <br /> <br />The nearby Dos Hermanos Ranch irl'igates fields north ot' town <br />and has been concerned with the subsurface water problem in the <br />community.
