their required cost sharing of the drain project, Costilla
County is facing extreme financial hardship at this time.

4,8 Colorado Water Conservation BO~H!L(CWCJU..

The Colorado Water Conservation Board (CWCB) has served as a
coordinating agency for San Luis and Costilla County with
on-site technical assistance of project coordination,
Prevention of flood damages is accomplished through several
activities, First. the CWCB sets enqineering standards for
floodplain studies and designates r'esults of such studies for
use by local governments in regulating land uses. Second,
assistance is provided to communities seeking to participate in
the National Flood Insurance Program, Third. tile CWCB advises
communities sucll as San Luis on solutions to flooding problems,
and Fourth, the CWCB pr'omotes and sponsors federal flood
control projects,

The CWCB also assists the Division of Disaster Emergency
Services in fighting floods and obtaininq federal disaster
relief assistance, The CWCB is responsible for assisting in
post-flood recovery efforts and drawing up the flood hazard
mitigation plans required by federal law.

In San Luis the CWCB has provided assistance in evaluating the
problems facing the community and recommending solutions to
these problems, The CWCB is assisting the Town in the
formulation of a Master Drainage Plan Study, the Board has
gathered all of the basic data [rom all sources and prepared
this reconnaissance level study. This study will greatly
assist in the preparation of a Scope-ot-Services tor any future
studies and plans. The Board will assist the Town with the
Master Drainage Study Contract and projected formulation,

In 1985. the Colorado Department of Highways replaced a
dangerous bridge at the location along State Highway 159 and
the Rito Seco, The old highway bridqe at this localtion was
estimated to be a 20 root span with a 4 toot vertical opening
or 80 square foot of opening, The Highway Department replaced
the bridge with two 24 inch corruqated metal pipe culverts,
The Highway Department believed that only the flow from the
Rito Seco controlled by the 24 inch culvert at the levee
location would enter the two 24 inch CMP's they installed at
the highway location, The North Drainage of 4-4.5 square miles
also should have been included in the sizing of the new
culverts at the Rito Seco and Highway 159 location.
