<br />The Town requested the Colorado Water Conservation Board (CWCB) <br />to assimilate all the basic data from the Corps of Engineers, <br />Soil Conservation Service and others in order to facilitate the <br />proposed Master Drainage Study for San Luis, On August 20, <br />1987, the Town will appear before the Colo.r.ado Impact Grant <br />Committee with their $ 25,000 application for Master Drainage <br />Study, <br /> <br />During 1986 and 1987, the subsurface water problems <br />critical in the community. A number of petitions, <br />requests, and appearances by residents at town council <br />have caused the Mayor and Council of the Town to state <br />subsurface water problem facing the community is the <br />priority of the Town (see exhibit C), <br /> <br />became <br />written <br />meetings <br />that the <br />highest <br /> <br />On July 31, 1987, the Town received a letter of request from <br />the San Luis Water and Sanitation District stating that a <br />serious health threat due to the subsurface water being pumped <br />into the sewer system lagoons exists in town, The District <br />has requested the Town take such actions necessary to cease the <br />pumping immediately, The Town realized that if the homeowners <br />were forced to cease pumping, the water would fill up in the <br />basements inundating the electr-icaL ,yater and sewer' systems <br />and cause the homes to be uninhabitable. This situation <br />prompted Town officials to declar'e a State of Emergency on <br />August 4, 1987. The Emergency Declaration was based on a <br />health and safety issue and requested the Governor's assistance <br />in alleviating the subsurface water- problem (see Exhibit E), <br />The Town's request for State Emergency Assistance outlined the <br />$78,980 SCS Tile Drain Project as a solution to the subsurface <br />water problem in the hardest hit area of town, The Tile Drain <br />Project, when completed, would enable the 11Omeownen: in the <br />northeast area of town to cease pumping into the sewer system, <br />This action would also enable the District to come into <br />compliance with the Colorado Heal th Department's recent <br />orders, The SCS Tile Drain Project could also be used to <br />facilitate any other areas of Town with subsurface water <br />pr'oblems to hook up to the system b)' installing laterals (see <br />Exhibit B), <br /> <br />At present, the Town is awaiting <br />Governor through the Division of <br />(DODES) concerning their State of <br />assistance (see Exhibit G). <br /> <br />news from <br />Disaster <br />Emergl?ncy <br /> <br />the Office of the <br />Emergency Services <br />and possible State <br /> <br />4,7 Costilla County <br /> <br />costilla County officials have voiced support for both the <br />Master Drainage Study and the actions of the Town in declaring <br />a State of Emergency, The County has indicated a willingness <br />to support the Town's application for assistance to construct a <br />Tile Drain System by providing filter. rock for the project and <br />trucks to haul the materials. <br /> <br />-10,- <br />
