<br />4,4 San Luis Water and Sanitation DisU:ict <br /> <br />The San Luis Water and <br />Town of San Luis and <br />Costilla County, The <br />lagoons south of town. <br /> <br />Sanitation District serves the entire <br />parts of th," unincorporated areas of <br />District pres'?ntly operates two sewage <br /> <br />On July, 31. 1987, the District notified the Town of San Luis <br />that the residents pumping water from the basements into the <br />sewer system were overloading the sew,"r lagoon system. The <br />District also stated in a lettel" to tlw Town that the condition <br />of pumping has caused the District to exceed their discharge <br />permit from the Colorado Department of Heath Water Quality <br />Division (see Exhibit D). The Colorado Department of Health <br />(CDB) has notified the District that it is imperative they <br />eliminate the excessive amount of subwater going into the sewer <br />system. The CDH stated that if the District does not comply <br />with the order to stop pumping, the District will be forced to <br />begin construction on a new sewage lagoon immediately. The <br />estimated cost of a new lagoon could be in excess of $ 750.000. <br />a price none of the residents of San Luis could afford, The <br />CDB has issued a warning that failure to comply with the <br />necessary abatement procedures may result in civil and/or <br />criminal penalties, <br /> <br />4.5 Coneios-Costilla Community Action....Aqen<;o:z <br /> <br />The Conejos-Costilla Community Action Agency (CCCAA) has <br />operated as a private nonprofit arm ot government in the area <br />for a number of years. The CC~AA has managed housing <br />rehabilitation projects, water and sewer projects and other <br />needs of the community, The CCCAA has coordinated the efforts <br />of evaluating the number of homes being affected by the high <br />water table. The CCCM conducted a ,oTritten survey of over one <br />hundred (100) homes in the San Luis area and determined that <br />sixty six (66) needed immediate attention.9 The CCCAA has <br />been assigned as the authorized registered a'lent for t.he Town <br />of San Luis to act on behalf of Ul.~ town officialE: in the <br />emergency action concerning the health and satety hazard facing <br />the community, <br /> <br />4.6 Town of San Luis <br /> <br />On December 30, 1985. the Town submitted a Community <br />Development Block Grant (CDBG) applicat.ion for a drainage and <br />gutter improvement project within the Town limits of San Luis. <br />The application for $ 186.770 was denied by the CDBG Review <br />Board on the basis that a Master Drainage Study should be <br />accomplished before any street drainagE' modifications .Iould be <br />approved, <br /> <br />-9- <br />
