There is no funding available on a team basis to help implement the
recommendations it makes. However, individual agencies do have
technical and monetary resources that can be applied under their
individual programs to repairs and reconstruction, It is up to the team
to insure that these individual efforts fit together in a comprehensive,
cost-reducing format,

WHY MUST THIS BE DONE IMMEDIATELY?

The team recognizes the stressful conditions under which the people in
the disaster area are currently operating, but it is of paramount
importance that the investigation be started quickly so that the team
recommendations can be acted upon at the outset of the recovery process.
Any delay in exposing mitigation opportunities would likely result in
their forfeit because redevelopment begins rapidly and is difficult to
redirect once it does begin.

HOW IS HAZARD MITIGATION TIED TO THE DELIVERY OF DISASTER ASSISTANCE?

As a requirement for receiving Federal disaster assistance. the State
has agreed to prepare, within 180 days, a STATE-WIDE COMPREHENSIVE
HAZARD MITIGATION PLAN with priority attention placed on, but not
limited to, the recommendations made in the is-day report.
