<br />immediately following the Presidential declaration of a disaster, The <br />team is specifically designed to focus in on those areas where there is <br />the greatest likelihood that the cycle of damage-reconstruction-damage <br />can be broken. This is accomplished through the preliminary assessment <br />of damages and by consulting with representatives of the affected <br />communities. <br /> <br />HOW ARE THE TEAM RECOMMENDATIONS FORMULATED AND PRESENTED? <br /> <br />The team is charged with developing a report within fifteen days of the <br />date of a Presidential declaration. The IS-DAY REPORT will contain all <br />of the team's recommendations and will be distributed to all interested <br />parties. A lead agency will be designated for each recommendation and <br />funding possibilities and schedules will be identified, Subsequent <br />reports at 90 days, 180 days and one year will monitor and update the <br />implementation of the recommendations made in the IS-day report. The <br />reports are intended to serve as a basis for a more comprehensive STATE <br />HAZARD MITIGATION PLAN. <br /> <br />WHAT ARE THE OBJECTIVES OF THE RECOMMENDATIONS? <br /> <br />The primary intent of the IS-day report is to present "achievable" <br />recommendations to Federal agencies that will result in immediate and <br />substantial DOLLAR SAVINGS by leaving the areas affected by the hazard <br />less vulnerable to future flood losses. <br /> <br />WHAT KINDS OF RECOMMENDATIONS DOES THE TEAM MAKE? <br /> <br />In light of huge and continuous expenditures for structural, <br />large-scale, engineering approaches to flood reduction, such as channel <br />modifications, flood-control storage reservoirs, leeves and dikes, etc., <br />and due to the fact that flood losses continue to escalate beyond the <br />fiscal, manpower and material resources to respond; the team has been <br />directed to emphasize NON-STRUCTURAL approaches toward mitigation . <br />Examples of such measures include the purchase and relocation of flood- <br />damaged properties, flood insurance coverage, hazard warning systems and <br />public education, elevating and floodproofing structures, the adoption <br />and enforcement of master drainage plans, and the regulation of <br />floodplain development. <br /> <br />ARE THESE "RECOMMENDATIONS" IN FACT MANDATES AND WHAT ABOUT FUNDS? <br /> <br />The team has no authority to dictate State and local actions or <br />policies. However, the Federal recipients of the report must make every <br />attempt to weave the recommended measures into their recovery <br />operations. Optimum Federal, State and local cooperation in this regard <br />is enhanced by submitting all recommendations to all affected parties <br />for review and revision before final, group approval and publication. <br />
