Abandon the Project and Purchase Replacement Power from the Platte <br />River Power Authority, <br /> <br />This alternative would be desirable from the standpoint of eliminating <br />physical and aesthetic environmental impacts, However, from the stand- <br />point of the social environment. it was found that this alternative has <br />severe consequences. First, consumers would be forced to pay higher <br />rates since the annual cost of purchased power is 4 times greater than <br />the annual cost associated with a city-owned hydroelectric system. FDAA <br />could not participate in such ongoing increased costs due to statutory <br />limitation. Second, under PL 93-288, the City is entitled to a 100% <br />grant to reconstruct public facilities damaged or destroyed by a major <br />disaster. The effect of this alternative would be noncompliance with <br />the Law. <br /> <br />J. None of the potential adverse environmental impacts described in H could be <br />avoided by selection of an alternative site, <br /> <br />K. None of the potential adverse environmental impacts described in H could be <br />avoided through size or design modifications at the proposed site. Various <br />size and design modifications were considered during preliminary design in <br />order to avoid adverse impacts. The size and design chosen reduces or elimi- <br />nates such impacts to the greatest possible extent. <br /> <br />L. The project will not stimulate any long term development or population distri- <br />bution trends or result in any irretrievable commitment of important resources. <br /> <br />M.
