<br />. . <br /> <br />prepare a scope of work for the project, including calculation of labor and materials; as <br />applicable, the Contractor shall describe the relationship of this project to a larger project; the <br />Contractor shall describe future maintenance and operation requirements to assure that the <br />project continues to provide flood hazard mitigation benefits in the future; and the Contractor <br />shall develop a map showing the residual I OO-year floodplain with the proposed project in place. <br /> <br />Task 6 - Cost Estimate: <br />The Contractor shall provide a cost breakdown for the proposed project. The Contractor shall <br />provide a description of any non-FEMA funding sources for the project, with attached Letters of <br />Funding Commitment from those funding sources. The Contractor shall provide a listing of <br />estimated expenditures for the proposed project including project management costs, engineering <br />costs, design costs, labor costs, costs for materials and supplies, and equipment costs <br /> <br />Task 7 - Cost Effectiveness <br />The Contractor shall prepare certain information needed for the CWCB to conduct a cost <br />effectiveness analysis. As preparation for that analysis, the Contractor shall determine the useful <br />life of the project; the Contractor shall determine annual maintenance costs for the proposed <br />project; the Contractor shall describe the frequency and severity of the July 28,1997 flood event; <br />the Contractor shall provide an estimate of the dollar amount of flood damage to be prevented by <br />the proposed project; the Contractor shall provide a justification for that flood damage estimate; <br />the Larimer County will determine the number of people who would be protected by the <br />proposed project; the Larimer County will determine the value of the property to be protected by <br />the proposed project. <br /> <br />Task 13 - Technical Addendum <br />The Contractor shall prepare and assemble in the Technical Addendum, which is to be with the <br />final report as an appendix, all hydrologic, topographic and hydraulic input data, assumptions <br />and calculations; correspondence; other backup technical information; and any other pertinent <br />information to support the recommendations of the report. <br /> <br />Task 14 - Summary of Attachments <br />The Contractor shall, in coordination with Larimer County, compile the following materials <br />hereafter referred to as the "Summary of Attachments": I) the Appointment of Applicant's <br />Agent; 2) maps and diagrams of the proposed project; 3) Photographs or video of the proposed <br />project; 4) a copy of the Larimer County FEMA Flood Insurance Rate Map showing the project <br />location.; 5) a letter from the local floodplain administrator stating compliance with floodplain <br />regulations; 6) the completed Environmental Checklist; 7) agency consultation letters; and 8) a <br />signed State-Local Disaster Assistance Agreement. <br /> <br />Preliminary Desil!n Criteria <br />All preliminary designs of channels, levees, culverts, detention facilities, and other major <br />drainagway features shall be consistent with FEMA, Corps of Engineers, or State of Colorado <br />design criteria for flood control works (whichever may apply, and whichever would be the most <br />stringent criteria for a given flood control feature). The drainageway designs shall initially <br />consider IO-year, 25-year, 50-year and IOO-year levels of flood protection and shall be sized to <br />provide the optimal utilization of the available funding after a careful analysis of the benefits and <br />costs of each level of flood protection. <br /> <br />5 <br />
