VE. and V on the commu- <br />nity's FIRM have the space below the <br />lowest floor either free of obstruction <br />or constructed with non-supporting <br />brea.ka.way walls. open wood lattice- <br />work, or Insect screening intended to <br />collapse under wind and water loads <br />without causing collapse. displace- <br />ment. or other structural damage to <br />the eleva.ted portion of the building or <br />supporting foundation system. For the <br />purposes of this section. a breakway <br />wa.ll shall have a design safe loading re- <br />sistance of not less than 10 and no more <br />than 20 pounds per squa.re foot. Use of <br />breakway wa.lls which exceed a design <br />safe lo&ding resistance of 20 pounds per <br />square foot (either by design or when <br />so reqUired by local or State codes) <br />ma.y be permitted only if a registered <br />professional engineer or architect cer- <br />tifies that the designs proposed meet <br />the following conditions; <br />(i) Breakaway wall collapse shall re- <br />sult from a water load less than that <br />wh1ch would occur during the base <br />flood: and, <br />(ll) The elevated portion of the build- <br />Ing and supporting foundation system <br />shall not be subject to collapse, dis- <br />placement, or other structural damage <br />due to the effects of wind a.nd water <br />loads a.cting simultaneously on all <br />building components (structural and <br />non-structural). V, and VE on the com- <br />munity's FIRM on sites <br />(i) Outside of a manufactured home <br />park or subdivision. <br />(ii) In a new manufactured home <br />park or subdivision. <br />(ill) In a.n expansion to a.n existing <br />manufactured home park or subdivi- <br />sion, or <br />(iv) In a.n existing manufa.ctured <br />home park or subdivision on which a. <br />manufactured home has incurred "sub- <br />stantial da.mage" a.s the result of a. <br />flood, <br />meet the standards of paragraphs (e)(2) <br />through (7) of this section a.nd that <br />manufactured homes placed or substan- <br />tia.lly improved on other sites In an ex- <br />Isting manufactured home park or sub- <br />division within Zones VI-30, V, a.nd VE <br />on the community's FIRM meet the re- <br />quirements of paragraph (c)(12) of this <br />section. <br />(9) Require that recreationa.l vehicles <br />placed on sites within Zones Vl-30. V, <br />a.nd VE on the communlty's FIRM ei- <br />ther <br />(I) Be on the si te for fewer than 180 <br />consecutive da.ys, <br />(II) Be fully licensed and ready for <br />highway use, or <br />(Ill) Meet the requirements in para.- <br />graphs (b){l) a.nd (e) (2) through (7) of <br />this section. <br />A recreationa.l vehicle is ready for <br />highway use If it is on its wheels or <br />jacklnr system, is attached to the site <br />only by quick disconnect type utilities <br />and security devices. a.nd has no per- <br />manently attached additions. <br />(f) When the Director ha.s provided a <br />notice of final bue flood eleva.tlons <br /> <br />240 <br />
