AE, and AH. on the community's <br />FIRM which Increase the wa.ter surfa.ce <br />elevation of the base flood by more <br />tha.n one foot, provided tha.t the com- <br />munity first a.pplles for a. condltlona.l <br />FIRM revision, fu1fills the require- <br />ments for such a revision as estab- <br />lished under the provisions of f65.12, <br />a.nd receives the approval of the Ad- <br />ministrator. <br />(I4) Require tha.t recrea.tional vehi- <br />cles placed on "ites within Zones AI-30. <br />AH. a.nd AE on the community's FIRM <br />ei ther <br />(i) Be on the site for fewer than 180 <br />consecutive days. <br />(11) Be fully licensed and ready for <br />highway use. or <br />(11i) Meet the permit requirements of <br />paragraph (b)(I) of this section a.nd the <br />elevation and anchoring requirements <br />for "ma.nufactured homes" in para- <br />gra.ph (c)(6) of this section. <br /> <br />A recreational vehicle is ready for <br />highway use if it is on its wheels or <br />jacking system, is attached to the site <br />only by quick disconnect type utilities <br />a.nd security devices. and has no per- <br />manently attached additions. <br />(d) When the Administrator has pro- <br />vided a. notice of final bue flood ele- <br />vations within Zones AI-30 and/or AE <br />on the community's FIRM a.nd. if ap- <br />propriate, hu designated AO zones, AH <br />zones, A99 zones. a.nd A zones on the <br />community's FIRM. and has provided <br />data from which the community shall <br />designate its regulatory floodway, the <br />community sha.ll: <br />(I) Meet the requirements of para- <br />graphs (c) (l) through (14) of this sec- <br />tion; <br />(2) Select a.nd adopt a regula.tory <br />floodway based on the principle that <br />the a.rea chosen for the regulatory <br />floodway must be designed to ca.rry the <br />waters of the base flood, without in- <br />creasing the water surfa.ce elevation of <br />that flood more than one foot at any <br />point; <br />(3) Prohibit encroachments, includ- <br />Ing fill. new construction, substantial <br />Improvements, a.nd other development <br />within the a.dopted regula.tory <br /> <br />560.3 <br /> <br />noodwa.y unless it baa been dem- <br />onstrated thr'lugh hydrologlc a.nd hy. <br />drAullc ana.lY8e8 perfonned In a.ccord. <br />a.nce with standa.rd engineering pra.o- <br />tlce tha.t the proposed encroa.chment <br />would not result In any Increa.ae In <br />flood levels within the community dur- <br />Ing the occurrence of the base flood <br />dIscha.rge; <br />(4) Notwithstandinr any other provi- <br />sions of 160.3, a. community ma.y per- <br />mit encroa.chments within the &dopted <br />regula.tory floodway tha.t would result <br />in an increase in base flood eleva.tlons. <br />prOvided that the community first a.p- <br />plies for a. conditiona.l FIRM a.nd <br />tloodway revision. fu1fills the reQu1re- <br />ments for such revisions a.s esta.bllshed <br />under the proviSiOns of 165.12, a.nd re- <br />ceives the approval of the Adminis- <br />trator. <br />(e) When the Administrator hu pro- <br />vided a notice of final base flood ele- <br />vations within Zones AI-30 a.nd/or AE <br />on the community's FIRM and. if ap- <br />propria.te. has designated AH zones. AO <br />zones, A99 zones. and A zones on the <br />community's FIRM, and has identified <br />on the community's FIRM coastal high <br />hazard areas by designa.tlng Zones VI- <br />30, VE, and/or V, the community shall; <br />(1) Meet the requirements of para.- <br />graphs (c)(l) through (14) of this sec- <br />tion; <br />(2) Within Zones VI-30. VE. a.nd V on <br />a community's FIRM, (j ) obtain the <br />elevation (in relation to mean sea <br />level) of the bottom of the lowest <br />structural member of the lowest floor <br />(excluding pilings and columns) of a.ll <br />new and substantially improved struc- <br />tures, and whether or not such struc- <br />tures contain a basement. and (ill <br />maintain a record of a.1I such infonna- <br />tion with the official designated by the <br />community under f59.22(aX9){1JJ); <br />(3) Provide that all new construction <br />within Zones VI-3O.
