<br />. <br /> <br />. <br /> <br />. <br />; <br />~,; <br /> <br />PHASE II GENERAL DESIGN MEMORANDUM <br />ARKANSAS RIVER AND TRIBUTARIES ABOVE JOHN MARTIN DAM <br />FOUNTAIN CREEK, PUEBLO, COLORADO <br /> <br />I - GENERAL <br /> <br />1-01. Proiect Authorization. The Fountain Creek Local Flood Protection <br />project is presently not authorized for construction. Authorization to <br />undertake the Phase I GDM stage of Advanced Engineering and Design, is <br />contained in the 1974 Water Resources Development Act (Public Law 93-251, 93rd <br />Congress, H.R. 10203, dated March 7, 1974). The Phase II GDM stage is being <br />accomplished under the Continuation of Planning and Engineering Program with <br />funds appropriated by the 1984 Appropriations Bill, Public Law 98-50, dated 14 <br />July 1983. <br /> <br />1-02. Purpose and Scope. The purpose of this Phase II GDM is to present <br />reaffirmation of the Phase I GDM recommended plan of improvement and to <br />develop the functional engineering aspects of the plan. Design and cost data <br />on the project elements, except recreation facilities, are presented in <br />sufficient detail to serve as the basis for preparation of plans and <br />specifications. Design and cost data on the recreation facilities presented, <br />will serve as the basis for development of a feature design memorandum. <br /> <br />1-03. Location of Proiect. Pueblo is located at the confluence of the <br />Arkansas River and Fountain Creek in southeastern Colorado, and is the county <br />seat of Pueblo County. With a population in excess of 100,000, Pueblo is the <br />fifth largest city in Colorado and is located on the state's major north-south <br />highway (Interstate 25) and on a major east-west highway (U.S. Highway 50). <br />Pueblo is an industrial city with an economy supplemented by agriculture. The <br />city of Pueblo is divided by Fountain Creek which runs in a southerly <br />direction to its confluence with the Arkansas River. The project is situated <br />On both the east and west banks of Fountain Creek in the downtown area. <br /> <br />1-04. InvestiEations. Previous investigations On Fountain Creek in the <br />vicinity of Pueblo, Colorado are contained in the "Report On Review Survey for <br />Flood Control and Allied Purposes, Arkansas River and Tributaries above John <br />Martin Dam, Colorado," dated 24 June 1968, and the "Supplement Report on <br />Fountain Reservoir and Reevaluation of ~eport on Review Survey for Flood <br />Control and Allied Purposes, Arkansas River and Tributaries above John Martin <br />Dam, Colorado," dated 25 May 1970. These reports were subsequently published <br />in House Document No. 93-143, 93rd Congress, 1st Session, dated 5 September, <br />1973. The most recent investigations are presented in the Phase I GDM dated <br />23 December 1981 and subsequently published as House Document No. 98-183, 98th <br />Congress, 2d session, dated March 1984. No further investigations are <br />ant ic ipated. <br /> <br />1-05. Local Cooperation. The required items of local cooperation presented <br />in the Phase I GDM are as follow: <br /> <br />a.
