Maintain and operate project facilities after comp let ion, inc Iud ing <br />recreation facilities constructed as part of the project, in accordance with <br />regulations prescribed by the Secretary of the Army. <br /> <br />c. Prevent any encroachment on constructed works that would interfere <br />with the proper functioning of the project. <br /> <br />d. Adopt such regulat ions as may be necessary to insure compatibility <br />between future development and degree of protection provided by the project. <br /> <br />e. At least annually, publicize and notify all interested parties that <br />some flooding will continue to occur due to flows greater than project c:esign <br />magnitude. <br /> <br />f. Provide water for establishment and maintenance of an irrie:ation <br />system for recreation purposes. <br /> <br />g. Provide, maintain, and operate a flood warning system that would <br />adequately warn flood plain residents of possible flooding. <br /> <br />h. Provide a cash or in-kind contribution of lands, easements, and <br />rights-of-way equal to 35 percent of the flood control project costs. <br /> <br />i. Provide a cash or in-kind contribution of lands, easementE', and <br />right-of-way equal to 50 percent of the separable cost of recreation <br />facilities. Table 10-2 presents costs associated with the traditional. cost <br />sharing policy and the cost associated with the Department of Army cost <br />sharing initiatives. <br /> <br />. <br /> <br />1-06. The local sponsor has taken measures to comply with local coope'ration <br />requirements. The city of Pueblo has acquired much of the land re'quirE,d for <br />the construction of the project at an approximate cost of $577 ,000. <br />Additionally, there exists a flood warning system that incorporates a flood <br />response strategy for a 100-year flood. This flood warning system will be <br />revised to provide a response strategy for a 200-year flood, the pro ject' s <br />des ign flood. <br /> <br />1-07. On 7 November 1984 a meeting was held with the city of Pueblo's <br />Department of Public Works to attain the local sponsor's views of the pr')posed <br />project plan. The city was concerned that the project would isolate Trailhead <br />Park, at the corner of 8th street and Erie Street, from Fountain Creek. <br />To avoid this potential, a 3 foot high flood wall waS aligned behind Trailhead <br />park to providp. the necessary freeboard and allow the park to meld whh the <br />proposed recreational facilities provided in the project. <br /> <br />1-08.
