An Intermediate Coordination Meeting to discuss the Mesa County Flood <br />Insurance Study was held in the Mesa County Commissioners Room, Mesa <br />County Courthouse, Grand Junction, Colorado at 4:00 p.m. on 19th of <br />October 1976. A list of those in attendance is attached. <br /> <br />2. As a result of the large attendance, it was necessary to give some <br />detail on the background of the study and its purpose. Following the <br />background information the technical effort was explained in detail. The <br />principle behind development of a floodway in the detailed study portion <br />and the requirement that the local people would have to adopt acceptable <br />flood plain management measures was.given. <br /> <br />3. Preliminary indications from Mr. Jim Kyle, Mesa County Land-use <br />Administrator were that the county intended to pass land-use regulations <br />based on the Colorado Water Conservation Board model ordinance. It was <br />requested that the county ~~ite a letter to the District indicating their <br />intent to regulate in this manner. Since this form of regulation is more <br />conservative than that required by the Flood Insurance Law, there should <br />be no problem with the Federal Insurance Administration. However, there <br />is considerable difficulty in delineating such an ordinance on the map. <br />It will be necessary to formulate some policy by informal contact with <br />the Federal Insurance Administration in Denver - as to how these data <br />should be shown. Suggestions have been made to the Section Chief to show <br />the l-foot rise as the maximum encroachment and refer in the text to the <br />effect that the community will regulate to Colorado standards that are <br />more conservative. <br /> <br />4. There were questions concerning the developrr~nt of the flood plain <br />data in areas flooded and the topography that was utilized. It was <br />explained that the Bureau of Reclamation topography with 2-foot contour <br />interval, one inch = 200' scale, was utilized. TIlere were no questions <br />raised at the meeting indicating that the technical data was not correct <br />and adequate. Informal advice from the land-use administrator was that <br />adverse comment would be unlikely. Mesa County officials were asked to <br />send any comments they may have within two weeks, so that we can submit <br />the report to our Division office for our review. <br /> <br />~-'~ <br /> <br />1 Incl M.
