An Intermediate Coordination Meeting to discuss the Mesa County Flood <br /> <br />Insurance Study with local officials was held in the Mesa County <br /> <br />commissioners room, Mesa County Courthouse, Grand Junction, Colorado at <br /> <br />4:00 p.m. on 19th of October 1976. A list of those in attendance is <br /> <br />attached. <br /> <br />2. Approximately 25 people were in attendance at the meeting, and as a <br /> <br />result it was necessary to give some detail on the background of the study <br /> <br />and its purpose. Following the background information the technical effort <br /> <br />was explained in detail to the assembly. The principals behind development <br /> <br />of a floodway in the detailed study portion and the requirement that the <br /> <br />local people would have to incorporate land-use regulations was given. <br /> <br />Preliminary indications were given by the Mr. Jim Kile the land-use <br /> <br />.administrator that the county intended to pass land-use regulations based <br /> <br />on the Colorado Conservation Board Model Ordinance. It was requested that <br /> <br />the county write a letter to the District indicating their intent to <br /> <br />regulate in this matter. Since this form of regulation is more <br /> <br />conservative than that required by the Flood Insurance Law, there should <br /> <br />be no problem with the Federal Insurance Administration. However, there <br /> <br />is considerable difficulty in delineating such an ordiance on the map. <br /> <br />It will be necessary to formulate some policy <br /> <br />informal contact <br /> <br />with the Federal Insurance Administration in Denver as to how these data <br /> <br />should be shown. Suggestions have been made to the Section Chief to <br /> <br />obtain the 1 foot rise <br /> <br />as the maximum encroachment and refer in <br />
