Maryland 20770 <br /> <br />Dear Ms. McCarty: <br /> <br />This responds to your December 14 and December 20. 1994. letters requesting <br />our endangered species comments relative to a Reconnaissance Level Flood <br />Control Study that is being undertaken by Greenhorne & O'Hara, Incorporated <br />for the U.S. Army Corps of Engineers (Corps) to determine the feasibility of <br />various flood damage reduction measures along Pipestone Creek in Pipestone <br />County, Minnesota. This study is intended to be used to develop the scope of <br />work necessary for a more detailed feasibility-phase study if the Corps (Omaha <br />District) identifies any environmentallv acceptable and economically feasible <br />flood damage reduction measures for the City of Pipestone. <br /> <br />Under Section 7(c) of the Endangered Species Act, Federal agencies are <br />required to obtain information from the Fish and Wildlife Service concerning <br />any species. listed or proposed to be listed, which may be present in the area <br />of a proposed action. Therefore, we are sending you the following list of <br />species which may be present in the project area: <br /> <br />Common Name <br /> <br />Scientific Name <br /> <br />Classification <br /> <br />Western prairie <br />fringed orchid <br /> <br />Platanthera oraeclara <br /> <br />Threatened <br /> <br />There is no designated critical habitat in the project area. <br /> <br />Our review of the maps and other information provided with your letter has <br />revealed that this proposed project potentially could affect the western <br />prairie fringed orchid. a federally-listed threatened plant species. <br />Occurrence records obtained from the Minnesota Department of Natural Resources <br />(Natural Heritage Program database) indicate that a number of these flowering <br />plants have previously been observed in the vicinity of this proposed project. <br />All of these flowering plants were located within the Pipestone National <br />Monument. As such. we recommend that this proposed flood control study also <br />be closely coordinated with the National Park Service.
