<br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />, I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />3. <br />MODEL SUBDIVISION REGULATIONS <br /> <br />The third element of the land Use Commission response to uncontrolled subdivision ac- <br />tivity has been the development of model subdivision regulations. <br /> <br />Like the adoption of Senate Bill 92 last spring, the proposed change to Chapter 106 eR.S. <br />would provide certain authority and responsibilities to counties for subdivision review. <br />In order to assist counties, the Commission, as required by Senate Bill 91, has developed <br />a model set of subdivision regulations for use by the counties. <br /> <br />With the adoption of these regulations the individual counties, with the added powers of <br />suggested revisions to Chapter 106, will be able to base subdivision review on more sub- <br />stantial data, supporting evaluations, and more specifically defined criteria and stan- <br />dards. <br /> <br />. MODEL SUBDIVISION <br />REGULATIONS FOR COUNTIES <br /> <br />4. <br />RURAL AREA DEVELOPMENT DISTRICT (R.A.D.D.) <br /> <br />The Commission has also developed a response to the immediate need for local controls <br />of development activities other than subdivisions. The tool developed is a district <br />definition and supporting standards for inclusion in local zoning resolutions to provide <br />for flexibility in land use control while ensuring that this flexibility is related to local <br />policies, economics, and documented land capabilities. <br /> <br />. R.A.D.D. PROVIDES FOR <br />APPROPRIATE LOCAL LAND <br />USE CONTROL <br /> <br />S. <br />"SENATE BILL 93" APPROPRIATIONS <br /> <br />The Commission is very pleased with progress being made utilizing the local aid <br />program of Senate Bill 93. A policy of encouraging staffing at the county level is being <br />successfully implemented. This is being closely coordinated with other activities ad- <br />ministered by the Planning Division of the Department of local Affairs. To date the Com- <br />mission has appropriated roughly $137,000 from the total of $200,000 to twenty-six <br />counties, to implement and administer local planning and control. Eleven additional <br />counties have also applied and their requests are under review.
