<br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />STATE LAND USE PLAN AND MANAGEMENT SYSTEM <br /> <br />Colorado has committed itself to finding ways of making wise use of its basic resources. <br />The State land Use Plan and Management System is a planning process, the products of <br />which contribute to a cumulative, conti nuously updated body of policies and plans, public <br />information, and programs of action. This process includes three major steps: <br /> <br />. <br /> <br />Progress Report, due February, 1972 <br />Interim Plan, due September, 1972 <br />Final Plan, due December, 1973 <br /> <br />. <br /> <br />. <br /> <br />1. <br />PROGRESS REPORT <br /> <br />This report documents the work, findings, and recommendations of the land Use Com. <br />mission to date. It also outlines the future activities of the Commission and otherstate <br />and local agencies in developing the land Use Plan Management System. <br /> <br />PROGRESS <br />REPORT <br />FEBRUARY 19n <br /> <br />2. <br />INTERIM PLAN <br />The Interim plan will contain specific plan recommendations with respect to resources, <br />capabil ities, trends, and policies determined during the identification and analysis <br />phase. These recommendations will center around the following areas: <br /> <br />. Criteria ond standards for assignment of specified environmental issues as areas <br />of local, regional, or state concern and delineation of the responsibilities and <br />authorities of the particular agencies involved. <br /> <br />Specific planning tools (impact models, forecasts, data, and criteria) for use by the <br />various state and local agencies. <br /> <br />Explicit land use recommendations for identified critical areas, such as major <br />recreation areas, transportation facilities, important conservation areas, and <br />areas documented as having hazardous conditions. <br />Financial programs associated with land use recommendations to ensure that <br />state and local agencies have the resources to perform adequately and where ap. <br />propriate, to recommend some form of restitution to private landowners for the ef. <br />fects of public environmental policy. <br /> <br />Administrative and management requirements of state and local agencies with <br />regard to the planning, evaluation, and regulation of public and private land use. <br /> <br />Identification of remaining deficiencies in the planning and implementation of land <br />use change in Colorado.
