<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SECTION XI <br /> <br />FINANCING <br /> <br />With the scope of the preliminary plan proposed, the financing <br />of the proposed improvements is not as substantial a factor in <br />the implementation of the program as is the case with more <br />structural oriented drainage projects. The plan essentially <br />recommends that structural improvements be incorporated into <br />Slaughterhouse Gulch in the lower reach below Rio Grande Street. <br />The other structural improvements are recommended on the South <br />Tributary in the area of Windermere Street at Powers Avenue. <br /> <br />On main Slaughterhouse Gulch" the improved channel is proposed <br />only for the situation when the area adjoining the gulch is <br />planned for development. As indicated earlier, the existing <br />development through this reach does not justify the extensive <br />improvements proposed. Therefore, it is anticipated that costs <br />associated with the construction of the channel through the <br />reach from Rio Grande to Prince Street is legitimately a land <br />development cost and should be looked upon as such. The City <br />is in a position to negotiate with the developer of the city- <br />owned land on the cost sharing ratio for implementation of the <br />drainage facilities. <br /> <br />The proposed concrete box structure from Prince Street to the <br />South Platte River can be considered more the responsibility <br />of the City for implementation. The structure has been designed <br />to be economically justifiable from a damage reduction stand- <br />point. As the improvement of this structure greatly improves <br />the flooding situation along Prince Street, the South Platte <br />River and even Belleview Avenue, the City should look towards <br />total responsibility for implementation of this .structure. The <br />same would hold for the recommended improvements along Windermere <br />Street and the general upgrading of existing public drainage <br />facilities. <br /> <br />The total estimated project cost for the recommended improvements <br />is $523,200. The scope of the preliminary plan is such that <br />these improvements can be implemented at such time when funding <br />or monies become available. It would not be appropriate that <br />special bond issues or special assessments be made to simply <br />cover the cost of these recommended improvements. <br /> <br />Various sources of funding for the improvements, however, would <br />include.the Federal Revenue Sharing Grant monies which the City <br />receives from the Federal government. The use of these monies <br />would require an allocation decision by the City. Because of <br />the relatively low magnitude of the proposed improvement cost, <br />it is possible that general fund monies might also be budgeted <br />for the scheduled implementation of the project. <br /> <br />Xl~l <br />
