The Board is presently considering means of <br />assisting cities with reducing flood damages. Under considera- <br />tion is a policy of financial support towards the prevention <br />and abatement of floods through (a) direct financial assistance <br />for the delineation of flood hazard areas in an amount not to <br />exceed 50% of any required local costs and (b) direct financial <br />assistance in an amount not to exceed 25% of the total local <br />cost of the construction of flood prevention works. Such a <br />program, if approved, would recommend that all requests for <br />assistanee be submitted to the Board not later than May 31 of <br />each year so they can be considered by the Board at a meeting <br />to be held in June of each year. The budgetary system would <br />require a lead time of approximately one year before any funds <br />could be made available. If such a program is adopted, it <br />would appear that such funds could be utilized for both struc- <br />tural improvements as well as open space acquisition. <br /> <br />In conjunction with open space and recreational uses, consis- <br />tent with flood plain uses, parks and recreational districts <br />should be considered as possible sources of funding for land <br />acquisition. <br /> <br />The City should also consider the possibility of allocating a <br />certain percentage of existing sales taxes for drainage and <br />flood control improvements and construction and maintenance. <br /> <br />An additional funding source that should be considered is the <br />Colorado Highway Department, which is generally in agreement <br />with the upgrading of drainage facilities as they might affect <br />state highways. Participation could be considered in this <br />project, to bear part or all of the cost of the improved cul- <br />vert on S. Santa Fe Drive. <br /> <br />It appears that proper financing could be found to completely <br />implement the project plan. The various programs proposed to <br />be supplementary to the master plan would, by necessity, be <br />developed and coordinated through the city staff in cooperation <br />with various metropolitan and state agencies. Since such pro- <br />grams are relatively new and in the formative stages, various <br />federal grants might also be available to assist the city with <br />funding to develop these plans and dissiminate the program <br />information. <br /> <br />XI-2 <br />
