<br />I <br />I <br />I <br />I <br />I, <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />house Gulch between Windermere Street and Datura Street <br />should be carefully monitored by the City in terms of <br />controlling changes to the property and ultimately leading <br />to acquisition of the lots designated. <br /> <br />Property acquisition is consistent with open space <br />planning for recreational and open space uses. Federal <br />grants are made to assist communities in acquiring such <br />open spaces when linked with a program of comprehensive <br />planning. Also, urban renewal funds may also be avail- <br />able for flood-blighted areas, which become a drain on <br />the health and welfare of the community. <br /> <br />6. <br /> <br />City Aid <br /> <br />The City should also consider new plans which might <br />assist property owners along both Slaughterhouse Gulch <br />and the south tributary. If structural improvements <br />were to be employed through the Windermere Street - <br />Powers Park reach, substantial public funds would be <br />expended to improve and reduce the flooding associated <br />with the adjoining properties. The City or public would <br />recognize some benefit of the expenditure of these funds <br />but not in the same proportion as that of the private <br />property owner. <br /> <br />In promoting individual efforts to minimize flood <br />hazards on private property, the City should consider <br />plans which would assist homeowners with funding to <br />implement various floodproofing or building upgrading <br />measures. Such measures would permit those who have <br />purchased property without knowledge of the hazards <br />of the area or without knowledge of proposed limita- <br />tions to property improvement, to make the proper <br />adjustments to their property to accommodate the flood <br />problems inherent with the property. There is no <br />reasonable basis for requiring present property <br />owners to suffer as a result of past mistakes or inade- <br />quate information. <br /> <br />VIII-13 <br />
