These references should <br />be made available to the public for their review and imple- <br />mentation. Suggested references include (1) "Introduction <br />to Floodproofing", prepared by the Center of Urban Studies <br />at the University of Chicago in 1967, (2) "Floodproofing: <br />An Element in a Flood Damage Reduction Program", also <br />prepared at the University of Chicago, in 1960, and <br />(3) "Floodproofing Regulations", prepared by the Office of <br />the Chief of Engineers in 1972. These references point out <br />many helpful suggestions and briefly outline and illustrate <br />the possibilities for floodproofing different structures. <br /> <br />Flood Warning System <br /> <br />The only question which cannot be identified in the most <br />comprehensive flood plain study is when floods will <br />occur. In urban areas, flooding happens very quickly <br />and without much warning. It is recommended that the City <br />initiate a program which could provide some lead time <br />and possible evacuation time in high damage potential areas. <br />Such a program could be coordinated with the U.S. Weather <br />Bureau at Stapleton International Airport, the Department of <br />Civil Defense and the Office of Emergency Preparedness. <br />Communication networks should be identified and understood <br />by the Police Department. Monitoring points may be <br />installed throughout the basin to identify the time of <br />rising water. Areas of high flood hazard should be <br />identified and ranked so that the benefit of any early <br />warning may be passed along to those who need to be <br />evacuated. <br /> <br />5 . <br /> <br />Open Space Acquisition & Urban Redevelopment <br /> <br />With the awareness of the City and the recognition of the <br />hazards associated with the flood prone areas along <br />Slaughterhouse Gulch, the City should follow through <br />with the proper measures of reducing and eliminating the <br />potential flood damage.
