<br />WHEREAS, the approximate stream reaches described in said new report with drainage basins less <br />than the lower limit, one-half (0.5) square mile, for the use of the U.S. Geological Survey publication,' <br />Techniques For Estimating Regionol Flood Characteristics of Small Rural Watersheds in the <br />Plo.ins Region of Eastern Colorado thereby constitute local storm drainage areas; and <br /> <br />WHEREAS, a procedure for determining hydrology infonnation for approximate floodpIains of <br />local storm drainage areas, as well as for approximate floodpIains of lakes, ponds, reservoirs and <br />overflows from irrigation ditches, has not been estabIisbed by the Guidelines for Determining 100- <br />Year Fwod Fwws for Approximate Fwodplo.ins; and <br /> <br />WHEREAS, the floodpIains of local storm drainage areas, lakes, ponds, reservoirs and overflows <br />from irrigation ditches may not be designated as approximate floodplain information without a <br />procedure for estimating lOO-year peak flows or flood elevations, and the local govenunent <br />understands and agrees that a case-by-case review for flood hazards, including a detailed hydrologic <br />and hydraulic study, is required prior to any floodplain development in those areas; and <br /> <br />WHEREAS, El Paso County and the El Paso Regior1al Building Department have been notified of <br />the need for a case-by-case review for flood hazards, including a detailed hydrologic and hydraulic <br />study, prior to any floodplain development in the floodpIains of local storm drainage areas, ponds, <br />reservoirs and overflows from irrigation ditches; and <br /> <br />WHEREAS, the approximate floodpIains descnbed in said new report for local storm drainage <br />areas, lakes, ponds, reservoirs and overflows from irrigation ditches have, by Resolution No. 263, <br />already been designated and approved by the Colorado Water Conservation Board subject to a case- <br />by-case review by a professional engineer prior to any floodplain development; and <br /> <br />WHEREAS, the estimation of lOO-year peak flows for all of the approximate floodpIains for the <br />stream reaches descnbed in said new report, except for those included in Tables 3, 4 and 5 and the <br />floodplain for local stonn drainage areas, lakes, ponds, reservoirs and overflows from irrigation ditches, <br />is described in the Hydrowgy Addendum for Approximate Fwodplains dated August 1996, hereby <br />attached to said new report dated March 2, 1989; and <br /> <br />WHEREAS, El Paso County, Colorado, has requested the Colorado Water Conservation to <br />designate and approve the floodpIains set forth in the aforesaid new report; and <br /> <br />WHEREAS, Section 37-60-l06(1)(c), Colorado Revised Statutes, requires the Colorado Water <br />Conservation Board to assist in the prevention of floods and flood damages therefrom; and <br /> <br />WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes, provide that <br />legislative bodies of lpcal jurisdictions may provide zoning regulations for land uses on or along any <br />storm or floodwater runoff channel or basin only after designation and approval by the Colorado Water <br />Conservation Board; and <br /> <br />9 <br />
