<br />PAGE 2-2 <br /> <br />T <br />I <br /> <br />e <br /> <br />. Forward project applications to FEMA Regional Office for <br />review and final eligibility approval. <br /> <br />. Ensure that all State agencies and communities that receive <br />FMA grants comply with the performance and financial <br />reporting requirements of 44 CFR Part 13.40, Monitoring and <br />Reporting Program Performance, and Part 13.4 I, Financial <br />Reporting. <br /> <br />The pac should be the focal point for communications with the <br />FEMA Regional Office regarding FMA. <br /> <br />FEMA encourages the State pac, or the State agency <br />responsible for administering FMA, to coordinate projects with <br />other State agencies, standing State hazard mitigation teams or <br />councils, and other individuals interested in mitigation, including <br />the State Hazard Mitigation Officer (SHMO), representatives of <br />the NFIP State coordinating agency, and staff implementing other <br />FEMA mitigation programs. <br /> <br />i <br /> <br />Community's Role <br /> <br />The role of the community is to develop and implement a flood <br />mitigation strategy to reduce the risk of flood damages to NFIP- <br />insurable structures within the community. <br /> <br />To a large extent, the specifics of a community's responsibilities <br />under FMA are determined by the policies and procedures the <br />State establishes for administering FMA. However, at a <br />minimum, communities will: <br /> <br />e <br /> <br />. Maintain their status as an NFIP-participating community. <br /> <br />. Develop and update a Flood Mitigation Plan to be submitted <br />through the State to FEMA for approval. <br /> <br />. Involve the public in the development of the Flood Mitigation <br />Plan. <br /> <br />. <br /> <br />. Request technical assistance from the State, as needed, to <br />prepare an FMA grant application or implement an FMA <br />project. <br /> <br />. Apply to the State for FMA planning or project grants using <br />application procedures established by the State. <br /> <br />.
