<br />e <br /> <br />. <br /> <br />e <br /> <br />. <br /> <br />~ <br /> <br />e <br /> <br />, <br /> <br />PAGE 2- I <br /> <br />CHAPTER 2: STATE, <br />COMMUNITY, AND FEDERAL <br />ROLES <br /> <br />This chapter describes the roles and responsibilities of the State, <br />communities, and Federal Government in developing and <br />implementing FMA. <br /> <br />State's Role as Program Administrator <br /> <br />States have the lead role in administering FMA. States have the <br />authority and responsibility for developing and maintaining a <br />State Flood Mitigation Plan, reviewing FMA grant applications, <br />setting mitigation funding priorities, and awarding FMA planning <br />and project grants to eligible applicants. States are also <br />responsible for ensuring that projects funded by FMA are <br />completed and that all performance and financial reporting <br />requirements are met. <br /> <br />The Governor of each participating State shall appoint an FMA <br />State Point of Contact (POC) who is familiar with the NFIP as <br />well as other mitigation activities at the State level. The POC <br />shall: <br /> <br />. Submit requests for FMA participation as part of the State's <br />annual PP A1CA negotiation with FEMA, or through a <br />separate FMA CA. <br /> <br />. Develop and maintain a FEMA-approved State Flood <br />Mitigation Plan. <br /> <br />. Establish grant application procedures and notify <br />communities of the availability of FMA planning and project <br />grants. <br /> <br />. Provide technical assistance to communities applying for <br />FMA grants or implementing FMA mitigation projects. <br /> <br />. Review all grant applications to ensure completeness, basic <br />eligibility, and consistency with the Flood Mitigation Plan. <br /> <br />.
