<br />PAGE 1-7 <br /> <br />e <br /> <br />Handling Applications From Communities in Non- <br />Participating States and American Indian and Alaska <br />Native Tribal Governments <br /> <br />e <br /> <br />Communities that are in States not participating in FMA may <br />submit applications directly to the FEMA Regional Office for <br />planning and project grants. Communities will receive technical <br />assistance for applying for project and planning grants from the <br />FEMA Region, and therefore will not need to receive technical <br />assistance funds directly. If planning and project grants are <br />awarded to communities in non-participating States, they will be <br />awarded funds under a separate FMA Cooperative Agreement. <br />Communities will use the same application and reporting <br />procedures and fonns described in Chapter 7 and shown in <br />Appendix F. Communities receiving grants in non-participating <br />States will assume the State roles and responsibilities as the <br />grantee described in Chapter 2. <br /> <br />American Indian and Alaska Native tribal governments can <br />choose to apply directly to the FEMA Regional Office for FMA <br />planning and project grants. Tribes requiring assistance with the <br />FMA application process can seek such assistance directly from <br />the FEMA Region, rather than applying for technical assistance <br />grants. Refer to Chapter 5 for more infonnation on the types of <br />technical assistance available. <br /> <br />. <br /> <br />'< <br /> <br />. <br /> <br />American Indian and Alaska Native tribal governments can also <br />choose to apply for FMA planning and project grants through <br />FMA participating States. In such cases, the tribe will be eligible <br />to receive planning and project grants, and limited technical <br />assistance from the State to facilitate the application process. If <br />an Indian tribe is in a State not participating in FMA, the tribe <br />should apply directly to the FEMA Region for planning and <br />project grants. <br /> <br />If planning and project grants are awarded directly to tribes, they <br />will be awarded funds under an FMA CA. Tribes will use the <br />same application and reporting procedures and fonns described <br />in Chapter 7 and shown in Appendix F.
