Each State's allocation will be based on the number <br />of flood insurance policies in force and the number of repetitive <br />loss structures. The weight given to each of these factors in <br />figuring the total target allocation for each State will be <br />determined annually. <br /> <br />Specific information is provided below on the notification <br />schedule for each type of FMA grant allocation. Notification of <br />specific target allocations will be made to the State through the <br />PPAlCA process, or separate FMA CA process. <br /> <br />. Planning Grants. At the beginning of each fiscal year, <br />FEMA Headquarters will determine target allocations for <br />planning grants for FMA. Target allocations for planning <br />grants may be reallocated at the end of each fiscal year by the <br />Region or Headquarters. <br /> <br />. Project Grants. States will be informed of target allocations <br />for project grants at the beginning of each fiscal year, as with <br />planning and technical assistance grants. However, since <br />FEMA is responsible for approving projects, the project <br />funds will be distributed as applications are approved. Target <br />allocations for project grants may also be reallocated at the <br />end of the year by the Region or Headquarters. <br /> <br />. Technical Assistance Grants. At the beginning of each fiscal <br />year, FEMA Headquarters will determine target allocations <br />for technical assistance grants for FMA. Target allocations <br />for technical assistance grants may be reallocated at the end <br />of each fiscal year by the Region or Headquarters. <br /> <br />At the end of each quarter (except the final quarter), the State <br />should determine and inform the Regional Director of any <br />surpluses or anticipated surpluses in funding that cannot or will <br />not be used in completing projects for which funds have been <br />allocated.
