Support of increased social research on flood- <br />plain occupancy, hazard perception, and <br />response as recommended in House Document 465. <br />RESPONSIBILITY - All Federal agencies. <br />(VI-3; VII-15; DA-19; DC-6, 7). <br /> <br />6. Support cost sharing policies and project evalua- <br />tion procedures that facilitate achievement of a <br />desirable mix of structural and nonstructural <br />approaches to flood hazard adjustment. RESPONSI- <br />BILITY - All Federal agencies. (VII-19, 20; <br />DA-12, 15; DB-2). <br /> <br />7. Require appropriate non-Federal segments of flood- <br />plain management programs, including regulations <br />or control measures and local stormwater management <br />plans as a prerequisite to Federal expenditures <br />for the modification of flooding or of the impacts <br />of flooding. RESPONSIBILITY - All Federal agencies. <br />(VII-12; DA-l, 6; DB-l; DC-l). <br /> <br />8. Continue to evaluate the nature, size and trend <br />of the Federal subsidy to the National Flood <br />Insurance Program and develop policies and procedures <br />to decrease or eliminate the subsidy in high <br />hazard areas after repetitive losses have been <br />experienced. RESPONSIBILITY - Federal Insurance <br />Administration. (DC-2, 5). <br /> <br />9. Improve flood and flash flood forecasting and warn- <br />ing systems to include -- but not be limited to -- <br />real -- time data collection, forecast preparation and <br />dissemination, and public education in the use of <br />system outputs. RESPONSIBILITY - The National <br />Oceanic and Atmospheric Administration and the <br />Federal Emergency Management Agency. (VII-14; <br />DA-ll, 17; DC-3). <br /> <br />10. Utilize the Federal Interagency Floodplain <br />Management Task Force under the auspices of the <br />Federal Insurance Administration to: <br /> <br />a. Facilitate communication and encourage con- <br />sistency among Federal programs including <br />the Delaware and Susquehanna River Basin <br />Commissions. (VII-6). <br /> <br />1-6 <br />
