<br />Working with the States: <br /> <br />a. Provide local governments with incentives for <br />enactment and enforcement of floodplain management <br />regulations and other flood loss reduction measures. <br />(VII-12; DA-IB; DB-I; DC-I). <br /> <br />b. Encourage and assist local governments in es- <br />tablishing and carrying out comprehensive <br />floodplain management programs. (VII-12; <br />DA-8; 19). <br /> <br />c. Provide basic information, technical and plan- <br />ning assistance and guidance commensurate with <br />agency expertise and the particular needs of <br />local government. (VII-12, 13; DA-15, 19; <br />DC-B, 10). <br /> <br />5. Accelerate floOdplain and hazard studies and im- <br />prove dissemination of information to States and <br />local users through: <br /> <br />a. Completion of the flood insurance studies ini- <br />tial study program and establishment of a <br />system for periodic updating and maintenance <br />of the data base. RESPONSIBILITY - Federal <br />Insurance Administration. (VII-14, 15). <br /> <br />b. Provision of updated floodplain and hazard <br />information studies, especially for the <br />hydrologic and hydraulic conditions <br />associated with the major sources of flooding, <br />the impact of development on flooding levels, <br />and more effective, simpler methodologies for <br />delineating flood hazard areas. RESPONSIBILITY <br />- Corps of Engineers, Federal Insurance <br />Administration, Soil Conservation Service, <br />Tennessee Valley Authority, and Geological <br />Survey. (VII-17; DA-5; DC-4, 6, 7, 9). <br /> <br />c. Provision of floodplain management and technical <br />assistance programs. RESPONSIBILITY - Corps of <br />Engineers, Federal Insurance Administration, <br />Soil Conservation Service, Tennessee Valley <br />Authority, and Geological Survey. (VlI-l4\. <br /> <br />d. Provision and interpretation of detailed soil <br />survey data to assist in tentative identifica- <br />tion of flood prone areas and in planning <br />appropriate uses of floodplains, especially <br /> <br />1-5 <br />
