Assure that all Federal programs for water, land, <br />and related resources support and implement the <br />precepts of Executive Order 119881 Floodplain <br />Management and of "A Unified National Program for <br />Floodplain Management", as enunciated in this <br />report. RESPONSIBILITY - All Federal agencies. <br />(VII-5, 6, 7, 231 DA-14). <br /> <br />2. Improve Federal support of States as they exercise <br />their primary role in floodplain management. RE- <br />SPONSIBILITY - All Federal agencies. <br /> <br />Continue to: <br /> <br />a. Encourage well defined State roles in Federal <br />program activities. (VII-5, 10, 201 DA-8). <br /> <br />b. Provide States with clear incentives for <br />establishing the necessary legislative and ad- <br />ministrative provisions and staff assignments <br />for carrying out statewide floodplain manage- <br />ment activities. (VII-5, 101 DA-8). <br /> <br />c. Provide basic information and analysis support- <br />ed by expanded basic and specific technical <br />and planning assistance and guidance commensu- <br />rate with agency expertise and the particular <br />needs of the State and local agencies. <br />(VII-5, 101 DC-4, 6-7, 8, 9, 10). <br /> <br />d. Provide support for improving programs <br />and capabilities to implement them at the State <br />level as authorized by statute. (VII-5, 10, 221 <br />DA-8). <br /> <br />e. Work directly with the States in dealing with <br />local entities to assure consistent adminis- <br />tration of floodplain management activities. <br />(VII-5, 101 DA-8). <br /> <br />3. Centralize floodplain data sources at the State <br />level. RESPONSIBILITY - The Federal Insurance <br />Administration and the Geological Survey should <br />take the lead.
