<br />flood loss potential -- Federal Executive Order 11988, <br />Floodplain Management -- have been established and <br />accepted. The conceptual framework of the Unified <br />Program has become more widely accepted as have <br />nonstructural loss reduction strategies and tools. <br />Almost all States have established floodplain management <br />programs and most have gained experience and are <br />becoming more effective in achieving program goals. <br />Almost all flood prone communities have at least <br />established floodplain regulatory programs and are <br />beginning to develop program experience. Consequently, <br />the relative role of the Federal government is decreasing <br />as States and local governments become more self reliant <br />in dealing with the problems of flooding. This <br />assessment, however, also reveals that achievement of <br />a unified program still requires considerable additional <br />progress. <br /> <br />Assessment of the institutional framework concludes <br />that many of the necessary facets of the conceptual <br />framework exist and have been functioning at all <br />levels of government, but coordination and effective- <br />ness needs improvement. Effective implementation of <br />a unified national program requires of all levels of <br />government: (1) a review of and renewed commitment to <br />existing policies that contribute to such a program, <br />(2) appropriate rearrangement of priorities in exist- <br />ing organizational and operational policies, and (3) <br />a continuous coordination effort. <br /> <br />Recommendations. The recommendations which follow are <br />directed toward recognition, acceptance and implementa- <br />tion of the conceptual framework at all levels of <br />government. They should provide the basis for achiev- <br />ing the institutional coordination necessary to carry <br />through" A Unified National Program for Floodplain <br />Management." <br /> <br />B. Federal Level Recommendations <br /> <br />Actions are required to establish coordination at the <br />national level for floodplain management activities, <br />specifically for research, data collection, and in- <br />formation dissemination; to strengthen management <br />tools; and to support State and local programs. The <br />Federal level recommendations follow. (Pertinent <br />pages from the text and Appendix D where the recommenda- <br />tions from another study are presented are noted in <br />parentheses. (For example, in recommendation 1 below, <br />the cross references refer to Chapter VII, pages 5, <br />6, 7 and 23, and to Appendix D, Strategy A, item 14.) <br /> <br />1-3 <br />
