.

'.

.

"

240

DRAFT

Data for the SPDSS in the following categories have been reviewed with respect to availability,
quality, completeness and reliability:

. Streamflow
. Diversions
. Trallsbasin diversions/imports
. Reservoirs (physical and use)
. Water rights
. Wells (location and physical data)
. Well pumping
. Geologic structure and aquifer
properties
. Groundwater level data
. Consumptive use (agricultural,
municipal, rural domestic)

. Climate
. Snow survey data
. Inigated acreage
. Agricultural statistics
. Return flows (from agricultural
irrigation, municipal and ruralldomestic
indoor use, and municipal and
ruraJ/domestic outdoor use)
. Geographic coverages
. Water quality

Results of tIus data review and assessment indicate that existing data, for the most part, are
available for inclusion in the SPDSS data sets and are acceptable, with additional work in some
cases, for use with the SPDSS tools that are expected to be developed. The major exceptions to
this conclusion are the data sets for: (1) groundwater data, including well pumping data, and (2)
land use and inigatioJl service areas. These data sets will require considerable additional effort in
order to produce acceptable data sets for SPDSS Use.

Table ES-1 presents a sununary of the estimated total budget (data collection and development) for
three alternative levels of effort for Fiscal Years 2002 through 2007. The focus in Table ES-1 is on
data to be obtained in FY 2002. Cost estimates for all the tasks required to produce the SPDSS are
included in Table ES-l in an effort to provide a preliminary estimate of the total expected cost of
producing the SPDSS. It must be emphasized that these total cost estimates for producing the
SPDSS are very preliminary at this time (December, 2000). When Chapter 2 of the Feasibility
Study Report (Needs Assessment) and other remaining chapters are completed, it will be possible
to estimate the total cost for the SPDSS with increased certainty. Briefsummaries of the three
altematives are presented below. More information concerning each of the alternatives is
smnrnarized in Table 16-3 herein.

An effort is made in each of the alternatives to respond to Senate Bill 96-74 Study (SB-96-74)
recommendations concerning additional groundwater needs for the Denver Basin and. the overlying
alluvium. Collection of groundwater data for the Denver Basins and the overlying alluvium, in
response to Senate Bill 96-74, is primarily addressed in Fiscal Years 2002 through 2005 in the
three alternatives below. This preliminary scheduling may change, however, after completion of
the full Feasibility Study Report.

Alternative 1

This alternative will collect the minimum level of data required to produce a decision support
system for the South Platte and North Platte River Basins but not for the Republican River Basin.

p:\data\gcn\spdss\datacollectionrptdraft\final drnft\executivc surtll'lw)' .doc

ES-2
