<br />. <br /> <br />. <br /> <br />. <br /> <br />'. <br /> <br />13 C attachment <br /> <br />239 <br /> <br />DRAFT <br /> <br />EXECUTIVE SUMMARY <br /> <br />The South Platt~ Decision Support System (SPDSS) Feasibility Study is required to define: (I) the <br />purposes, users, and components of the SPDSS and (2) the data requirements, costs and schedule <br />required to develop such a system. The results of the feasibility study will be used by the Colorado <br />Water Conservation Board (CWCB), Division of Water Resources (DWR), and State Information <br />Management Committee (!Me) for recommending the development of a SPDSS to the General <br />Assembly. <br /> <br />Based on experience gained from development of the Rio Grande Decision Support System <br />(RGDSS) and the Colorado River Decision Support System (CRDSS), it is important to collect <br />many of the data sets required for a decision support system before initiating development of the <br />decision support system databases, tools and models. This early data collection is necessary in <br />order to avoid delays later in development ofthe SPDSS because of unavailability of necessary <br />data. Therefore, this Data Collection Report is being developed prior to completion of the South <br />Platte Decision Support System Feasibility Swdy Report. This will allow funding for development <br />of necessary data to be requested for Fiscal Year 2002 (July 1, 2001 - June 30, 2002) and full work <br />on the South Platte Decision Support System (SPDSS) to begin in FY2003 without further delay <br />for necessary data collection. <br /> <br />The Data Collection Report focuses primarily on determining what data should be obtained in the <br />first year of this investigation (FY 2002). Estimated costs for data collection and necessary tasks <br />for development of the SPDSS in years subsequent to FY 2002 are presented in an effort to provide <br />an indication of the likely total costs for development of the SPDSS and the timing ofthese costs. <br />These estimated costs for Fiscal Years 2003 through 2007 are, however, very preliminary and may <br />change with completion of the Feasibility Study Report. The Data Collection Report will be <br />revised and will subsequently become Chapter 3 in the South Platte Decision Support System <br />Feasibility Study Report. <br /> <br />The purpose of this Data Collection Report is to: <br /> <br />1. Inventory data sets that pertain to developing a decision support system encompassing the <br />groundwater and surface water resources of the following river basins in Colorado: (1) <br />Sonth Platte River, (2) Republican River and (3) North Platte River. <br /> <br />2. Analyze these data sets with respect to their availability, quality, completeness and <br />reliability. <br /> <br />3.
