<br />Attornev General Request:
<br />Attorney General Ken Salazar, letter dated March 4, 2004, requested $750,000 over 3 fiscal years ending
<br />June 30,2007, to "implement findings in the Fourth Report of Special Master Arthur Littleworth ..,
<br />including future compliance issues pursuant to the Court's retained jurisdiction." A subsequent letter
<br />dated May 6, 2004, was sent to the Controller for the Department of Natural Resources, further explaining
<br />the request and Board action.
<br />
<br />Colorado Water Conservation Board Action:
<br />At its March 16, 2004 regular meeting the Board reviewed the AG's request and supporting materials
<br />provided by the State Engineer and the CWCB staff, The Board "authorized an expenditure of up to
<br />$750,000,.. to defend and protect Colorado's allocations of water in interstate streams and rivers .., to be
<br />used for the four activities .., in the supporting information," The Board also added a request that all
<br />participants seek alternate sources of funding for both the initial activities as well as ongoing operation
<br />and maintenance,

<br />Proiect Status:
<br />First Iysimeter has been fabricated and is ready for installation at CSU Experiment Station, Rocky Ford,
<br />Initial crop will be planted spring 2006, with crop use measurements during 2006 growing season,
<br />Anticipate sufficient cost savings to begin construction of 2nd Iysimeter in 2006, Two years of field data
<br />on irrigation water use and efficiency have been collected and analyzed, a third year of data collection is
<br />planned for 2006. Six weather stations have been installed or refurbished in the Arkansas Valley and
<br />data collection has begun to support improved crop water use determinations. Weather network is
<br />receiving appropriate maintenance to meet quality assurance needs, Expert witnesses have developed
<br />and reviewed refinements to HI Model and participated in arbitration process as required. No alternate
<br />funding sources have been obtained yet, but inquiries have been made to the USDA and Congressional
<br />staff, CSU has provided significant inkind contributions to the project, including a site for the Iysimeter
<br />and project management services, The DWR has also provided funds and design services,

<br />behalf of Colorado" which was "essential to concluding the important three states' negotiations,"
