This was followed by comments by Dr. Jim <br />Bennett and Jay Skinner with the Division of Wildlife. Discussion followed by <br />Jackson, Lochhead, and Sheftel. The consensus was that staff should meet with the <br />Service and make a much more detailed analysis for presentation at the January <br />meeting. The meeting was recessed for lunch by Chairman Jackson at 12:30 p.m. and <br />the Board went into executive session. <br /> <br />Friday Afternoon. November 15. 1991 <br /> <br />Call to Order (1:38 - 1:40 p.m.) <br /> <br />Chairman Jackson called the meeting back to order at 1:38 p.m. and there was a <br />quorum. Present were Walker, Harrison, Jackson, Martineau, Eisel, Wright, and <br />Meyring. Absent were Norton, Olson, Danielson, Salazar, Smith, Lochhead, and <br />Sheftel. Sheftel returned at 1:44 p.m., Smith returned at 1:45 p.m., and Lochhead <br />returned at 1:48 p.m. Wright left the meeting at 2:42 p.m. <br /> <br />19. Instream Flow Program: Staff Actions (1:40 - 1:43 p.m.) <br /> <br />a. <br />b. <br />c. <br /> <br />Case No. 4-91CW081; San Juan Ranch Estates <br />Case No. 5-90CW139; W /J Ranch <br />Case No. 7-90CW029; Bertin <br /> <br />Dan Merriman, CWCB staff, presented background information on the three pending <br />cases. The consensus was to ratify the staff decision not to file a statement of <br />opposition in these cases. <br /> <br />6. Instream Flow Program: Interim Guidelines for Acceptance of Conditional Decrees, <br />continued (1:43 - 1:50 p.m.) <br /> <br />Dan Merriman presented a Proposed Timeline for Promulgation of Rules and <br />Regulations, Instream Flow/Natural Lakes Program. Discussion followed by Walker, <br />Harrison, Martineau, Lochhead, Sheftel, Eisel, and Wright. The consensus was that <br />the schedule was satisfactory. <br /> <br />14. <br /> <br />Gunnison - Donation of Conditional Right - Public Comment on Staff Analysis - <br />Decision to Proceed to Final Notice (1:50 - 2:16 p.m.) <br /> <br />David Harrison excused himself from the discussion of this item.
