At issue is whether <br />the CWCB should accept conditional decrees for conversion into absolute decreed <br />instream flow. Another issue is the assumption of continued subordination of the <br />senior conditional decree with junior system rights. A motion was made by <br />Martineau and seconded by Lochhead to advance the TNC question of acceptance <br />from the preliminary notice to the final notice subject to four conditions. The <br />motion passed by unanimous (8-0) decision. <br /> <br />15. <br /> <br />Water Salvage Study. Review of Public Comments (2:16 - 2:35 p.m.) <br /> <br />Steve Miller, CWCB staff, presented revised second drafts of two reports on water <br />salvage. The reports were entitled "Analysis of Water Salvage Issues in Colorado" <br />and "Irrigation Water salvage in the Grand Valley." Comments from the audience <br />were made by Ruth Hutchins from Pruita and Jo Evans for the environmentalists. <br />Discussion followed by Jackson and Wright. The consensus was that the two reports <br />do meet the Board's objectives and the staff should put both reports out for public <br />comment. Staff should work with the legislative committee chair about the <br />technicality of meeting the January 1, 1992 deadline. <br /> <br />Added Agenda Item. Trinchera Irrigation Company continued (2:35 - 2:38 p.m.) <br /> <br />A motion was made by Eisel and seconded by Wright to offer the Trinchera <br />Irrigation Company a loan of up to $20,000 for 50% of the cost of a feasibility study <br />for the rehabilitation of Mountain Home Reservoir payable at 5% interest if the <br />project is constructed in the next ten years. The motion passed by unanimous (9-0) <br />decision. <br /> <br />20e. Report from the Colorado Water and Power Development Authority (2:38 - 2:42 <br />p.m.) <br /> <br />Dan Law, Director of the CW&PDA, made a brief informational presentation. <br /> <br />16. Stipulation/Authorization to Proceed to Trial- City of Lakewood Case No. 90CW185 <br />(2:42 - 2:45 p.m.) <br /> <br />Randy Seaholm, CWCB staff, introduced the subject. David Meyring made a motion <br />which was seconded by Eisel to adopt the staff recommendation to proceed to trial. <br />The motion passed by unanimous (8-0) decision. <br /> <br />10 <br />
