Endangered Species Act Activities - Yampa River Basin Feasibility Study (10:52 - <br />11:06 a.m.) <br /> <br />Eric Kuhn, Colorado River Water Conservation District, presented a report on the <br />status of the Yampa River Basin Feasibility Study. Saed Tayyara, representing Craig <br />and Moffat County, provided additional comments. Lochhead disclosed that he is <br />working with the City of Craig but that this work was not a conflict of interest and <br />he did not recuse himself from the presentation. At issue is the distribution of any <br />remaining water between instream flows for fish and future consumptive uses. The <br />district was asked to keep the Board advised of the progress of a proposed <br />cooperative feasibility study between the U.S. Fish and Wildlife Service, the <br />U.S.Bureau of Reclamation, the Colorado River Water Conservation District, and <br />the CWCB. <br /> <br />. <br /> <br />13(b)(l). Endangered Species Act Activities - Flow Recommendation for IS-Mile Reach <br />July-August-September Period (11:06 - 11:42 a.m.) <br /> <br />Gene Jencsok, CWCB staff, outlined four basic questions for the Board to address <br />in discussing this issue. John Hamill from the U.S. Fish and Wildlife Service, Eric <br />Kuhn from the Colorado River Water Conservancy District, and Ruth Hutchins from <br />Fruita added their comments. Discussion followed by Harrison, Smith, Jackson, <br />Lochhead, and Eisel. At issue was the flow recommended by CWCB staff (581 cfs) <br />versus a larger flow recommended by U.S. Fish and Wildlife Service (1,000 cfs). <br />There was a consensus to move forward in light of the recommendation that a flow <br />of 581 cfs would not impair Colorado's ability to develop its compact entitlement, <br />that the water is physically available, and that additional appropriations may be <br />considered. A motion was made by Lochhead and seconded by Salazar to prepare <br />a preliminary notice for 581 cfs for the July-August-September period in the 15 mile <br />reach. The motion passed by unanimous (10-0) decision. <br /> <br />13(b )(2). Endangered Species Act Activities - Flow Recommendation for IS-Mile Reach <br />October-June Period (11:42 a.m. - 12:30 p.m.) <br /> <br />. <br /> <br />Gene Jencsok, CWCB staff, outlined the issues and turned the presentation over to <br />Sue Uppendahl, CWCB staff, who provided background information and summarized <br />the results of the flow study.
