Williams <br />suggested that it might be well for Mr. Gildersleeve to review <br />what had been asked for in the budget projections for these <br />studies and see if that item could not be increased. <br /> <br />MR. Then when it comes <br />to making a legislative request we will have <br />ideas on that too. <br /> <br />The last item on Mr. McClellan's recom- <br />mendations is: <br /> <br />'Urge the Upper Colorado River Commission <br />to set up an adequate engineering and legal <br />staff to work intensively on initial filling <br />of storage reservoirs on the Colorado River <br />and other problems affecting both the Upper <br />and Lower Basins.'" <br /> <br />I <br /> <br />Ex-Governor Johnson said that the Upper Colorado <br />River Commission had recently doubled their engineering staff <br />by hiring another engineer. He said that Colorado's share of <br />the expenses of the Commission was 51.75% and the salaries for <br />more personnel would have to come from this. Many applications <br />were received for the position of engineer and they have now <br />authorized the hiring of a third engineer as they realized there <br />was great need for additional engineering data in connection with <br />Glen Canyon especially. <br /> <br />Governor Johnson said he was in favor of adding to the <br />legal staff as most of the questions involved are legal as well <br />as engineering. He said he would welcome and be very glad to <br />see this Board make recommendations to the Upper Colorado River <br />Commission to increase its legal staff; that there was a necessity <br />for Colorado to look to the legal staff on the Commission for help, <br />as well as the engineering staff. He suggested that since Colo- <br />rado is the largest contributor it would be well to have a strong <br />resolution from the Board urging the increasing of the legal and <br />engineering staff of the Commission and he asked the privilege of <br />going outside and writing in the rough what he would deem to be <br />
