what is needed and then have the Board mull it over and
change it wherever they thought it needed changing.

MR. MOSES:

"On behalf of the Board we accept
your offer with gratitude."

Mr. Christy inquired about how each state was re-
presented legally in any litigation concerning the Upper
Colorado River Commission questions and Governor Johnson re-
plied that each State was required to have its own legal staff
to represent that state and defend its interests.

I

Governor McNichols entered the meeting and was
greeted by the members. Mr. Stapleton found it necessary to
leave the meeting and asked that Mr. Ralph Sargent be allowed
to take his place as his proxy.

, Mr. Peterson spoke of the many people in the State
interested in seeing that the State of Colorado make an inves-
tigation on its own of the controversies and problems of the
Upper Colorado River basin. He wondered if now wasn't the
time to get an investigation under way of the river problems
including the Indian Claims, the Mexican Treaty rights, the
filling of Glen Canyon, etc.

Mr. Moses said, that would depend on what our special
committee came up with on additional personnel and funds. Governor McNichols replied
there was some indication we needed evaluation of our own
technical staff before it could ee determined whether extra
help is required. To this Mr. Moses explained to the Gover-
nor about the committee appointed to work with the Governor
and the Civil Service Commission in finding out what would be
necessary to implement that recommendation of new personnel.
It was decided to expedite as quickly as possible this study
for new, adequate and qualified personnel.

MR. MOSES:

"Is there anything else you would
like to take up with us while you are
here, Governor McNichols?"

GOV. McNICHOLS:

"Is there anything else you want to
discuss with me as I have to get back to
my office on this grasshopper situation?
I have nothing in particular that I want
to bring to the attention of the Board."

I
