MOSES: <br /> <br />"On behalf of the Board we accept <br />your offer with gratitude." <br /> <br />Mr. Christy inquired about how each state was re- <br />presented legally in any litigation concerning the Upper <br />Colorado River Commission questions and Governor Johnson re- <br />plied that each State was required to have its own legal staff <br />to represent that state and defend its interests. <br /> <br />I <br /> <br />Governor McNichols entered the meeting and was <br />greeted by the members. Mr. Stapleton found it necessary to <br />leave the meeting and asked that Mr. Ralph Sargent be allowed <br />to take his place as his proxy. <br /> <br />, Mr. Peterson spoke of the many people in the State <br />interested in seeing that the State of Colorado make an inves- <br />tigation on its own of the controversies and problems of the <br />Upper Colorado River basin. He wondered if now wasn't the <br />time to get an investigation under way of the river problems <br />including the Indian Claims, the Mexican Treaty rights, the <br />filling of Glen Canyon, etc. <br /> <br />Mr. Moses said,that would depend on what our special <br />committee came up with on additional personnel and funds. Mr. <br />Nelson asked if the $50,000 appropriation should not be used <br />right now for special engineering and legal help in order to <br />get these investigations started. Governor McNichols replied <br />there was some indication we needed evaluation of our own <br />technical staff before it could ee determined whether extra <br />help is required. To this Mr. Moses explained to the Gover- <br />nor about the committee appointed to work with the Governor <br />and the Civil Service Commission in finding out what would be <br />necessary to implement that recommendation of new personnel. <br />It was decided to expedite as quickly as possible this study <br />for new, adequate and qualified personnel. <br /> <br />MR. MOSES: <br /> <br />"Is there anything else you would <br />like to take up with us while you are <br />here, Governor McNichols?" <br /> <br />GOV.
