<br />.- .. ~ -.,.. <br /> <br />Each of the inputs and materials used in the plan will be briefed in the plan so our goals match <br />the desire for specific accomplishments and are based on demands for our products and services. <br /> <br />. New Mission Statement <br /> <br />We also examined the old mission statement and are reconunending a revision. Our proposed <br />new mission statement would simply be to: <br /> <br />Protect, conserve and develop Colorado's water for present andfuture <br />generations, <br /> <br />Proposed Elements of the New Plan <br /> <br />We want our plan to be complete, but we also want it to be simple. We reviewed the goals in the <br />existing plan and are proposing some revisions to frame the,new plan: <br /> <br />· Water Supply Protection - to encompass activities in the areas ofESA and Clean Water Act <br />compliance, interstate compacts, federal reserved rights, salinity control and intra-state water <br />utilization issues. <br /> <br />· Water Planning and Finance - to encompass activities in the areas of Construction Fund, <br />Severance Tax Trust Fund Perpetual and Operational Accounts management, and water <br />infrastructure construction. <br /> <br />· Stream and Lake Protection - to encompass activities in the areas of in stream flows, recreational <br />water use, native species protection using the Board's exclusive authority, and gaging. <br /> <br />. Flood and Drought Protection - to encompass activities in the areas of emergency preparedness <br />and response, flood hazard mitigation and reduction, floodplain mapping, river restoration, the <br />Office of Water Conservation, forecasting and drought planning. <br /> <br />· Information, Technology and Education - to encompass activities in the areas of data utilization, <br />Decision Support Systems, public information, education, GIS, and other related technology. <br /> <br />. <br /> <br />. <br /> <br /> <br />· Organizational Dynamics - to encompass activities in the areas of customer service, human <br />resources, office space management and interaction with the DNR, the State Engineer and other <br />constituents. <br /> <br />Initial Objectives <br /> <br />At our planning retreat, we began reviewing the objectives in the existing plan. Many ofthose <br />objectives are still are relevant and will be carried over to the new plan, in fact, several may be reflected <br />below. We intend to complete our review ofthe current objectives in order to make a complete proposal <br />at the July Board meeting. <br /> <br />In the meantime, below are several of the objectives and issues that are definitely in the forefront <br />among staff. These objectives include (in no particular order or priority): <br /> <br />. Define what are critical CWCB activities. <br /> <br />. Keep our rules, regulations, guidelines and policies current and continually evaluate our programs <br />and projects. <br /> <br />· Increase public knowledge about water matters and the Board and build credibility. <br /> <br />· Improve the etliciency of contracting and expenditure to meet goals and objectives. <br /> <br />. Make the loan application/approval/distribution process a year-round activity and seek full <br />compliance with lending and other funding policies. <br /> <br />Flood Protection. Water Project Planning and Financing. Stream and Lake Protection <br />Water Supply Protection. Conservation Planning <br />
