<br />.( <br /> <br />. ' <br /> <br />Timeline <br /> <br />We are recommending the following timeline be followed to draft, review, adopt and begin <br />implementing the new plan: <br /> <br />. May 2001- Board Workshop <br /> <br />. July 2001 - Present Draft Plan to Board (available via the Internet and mailed to everyone who <br />attended a basin planning meeting) <br /> <br />. September 2001 - Board Considers Public Comments during its Board meeting <br /> <br />. October 200 I -- Special Board Meeting to Adopt Plan <br /> <br />. November 2001 & January 2002 - Implement Recommendations via Projects Bill <br /> <br />. <br /> <br />Existing Plan <br /> <br />A copy of the existing plan has been given to each Board member and is posted on the Internet. <br /> <br />The plan had the following elements (summarized below): <br /> <br />. Protect Colorado's Apportioned Water <br /> <br />. Develop Water <br /> <br />. Environmental Conflict Resolution <br /> <br />. Quality Management <br /> <br />. Policy Formulation <br /> <br />. Water Infonnation <br /> <br />. Floodplain Management <br /> <br />. Diversity <br /> <br />The plan outlined objectives, many of which are still relevant because they are on-going <br />responsibilities or simply because the goal was never attained. For example, Office Space Effectiveness <br />was an issue in 1994 and the situation. has only gotten worse. <br /> <br />Situation Analysis <br /> <br />The existing plan contained a brief "situation analysis" upon which it was based. <br /> <br />In preparing to undertake long-range plan revisions this year, we have gone to greater lengths to <br />define and prepare background materials that describe our situation. These material include, but are not <br />limited to: the Dam Site Inventory (which is also valuable because it indicates certain projects are not <br />feasible); the Statewide River Rehabilitation and F\oodplain'Management Needs Inventory, a Basin <br />Planning Report (A draft is being supplied to members at this workshop. It will be reviewed, revised and <br />finalized based on the input of staff, board members and those who attended the meetings by July.); <br />Basin Fact Sheets (currently in the process of being revised and finalized), and Growth Demand Project <br />Fact Sheets (this product is just being undertaken)> Other products are also underway including the <br />Drought Planning Survey and the Diversion Stmct\lre Inventory. <br /> <br />Plus, there are a multitude of other factors to be considered including the expertise of our staff; <br />the small size of our staff related to the demands placed upon it; the need to address federal regulatory . <br />issues; the demand for water related recreation; thd aesthetic value of water; adequate forecasting tools; <br />population growth; public perception about the Board and water uses; current economics; proposals put <br />forth by the General Assembly, the Colorado Water Congress, the Metro-Water Partnership, local <br />government entities and the public. The list gOes on and we would like your help in adding to it. <br /> <br />. <br />
