<br />^ <br /> <br />-4- <br /> <br />by some states and regional agencies, discussion by FEMA staff of the criteria and procedures for _ <br />building a "Business Case" for each state's proposed program, discussion of the prioritization .. <br />criteria for FY '03 vs. criteria for FY'04 and subsequent years (early emphasis on quick successes), <br />and a closing summary of overarching themes of the Atlanta meeting, which are listed below: <br /> <br />. The need for better data and maps <br />. Maps that serve a multi-objective approach <br />. Creation/enhancement of technical infrastructure <br />. Local leadership and responsibility <br />. Improved communication and outreach <br />. The need for a very big flood (the group coined the acronym "BAP", which stands <br />for something you can figure out) to raise awareness and the need to take advantage <br />of such floods by leveraging local commitment when flooding is on the front burner. <br /> <br />3 - CWCB Pilot Dilrltal Floodplain Studies Proiect <br />CWCB has also selected a consultant to perform a pilot study for the preparation of digital <br />floodplain maps in portions of two counties (Douglas County and Teller County). We expect to <br />complete the contracting process in April 2003. The selected consultant, URS/Dewberry, will assist <br />CWCB staff in some of the map coordination functions, but they will also prepare "pseudo-DFlRM" <br />mapping for specific portions of the two counties, including parts of some incorporated <br />municipalities. Using existing floodplain information, they will test out procedures for incorporating <br />that information into a GIS map framework for the particular county and identify "do's and don'ts" <br />of digital floodplain mapping in Colorado. Since both counties were affected by the huge Hayman <br />wildfire last summer, the consultant will create a framework for utilizing mapping being prepared by _ <br />the USGS and some private consultants for flood risks in watersheds impacted by the fire and test .. <br />procedures for including that information in a DFIRM format. The consultant will develop technical <br />memos describing procedures for various portions of the map-making process, including <br />administrative procedures.
