<br />-3- <br /> <br />e <br /> <br />anticipates that in FY '03 mapping activities will be conducted in the "top 16" counties (and <br />municipalities) identified in the MMlP report. <br /> <br />Thank you to all of you who helped us by identifying your community's floodplain mapping needs. <br />As we told you last summer, this is one of the most promising opportunities in the past 25 years for <br />updating Rood Insurance Maps. Keep in mind that Congress has only funded the first year of this <br />program and that it was funded at approximately 50% of the President's original request. We truly <br />do not know how far through our statewide plan federal funding will allow us to get, but now we <br />have a start. Be aware that we will revisit both the criteria and the scores for all Colorado <br />communities on an annual basis, so in August 2003 we expect to develop new scores for use in <br />determining mapping activities in FY ' 04. <br /> <br />2 . Other CWCR MaD Modernization Activities from the Fall of 2002 to the SDnne: of 2003 <br />CWCB staff recognizes that when Congress approved Map Modernization funding for FY '03, one <br />result is that local, state, and federal officials and private consultants will have to do a very large <br />amount of work, some of it in a short time. The federal fiscal year began on October 1, 2002 and <br />ends September 30, 2003. It is now past the middle of that fiscal year, and no money has been <br />specifically allocated to Colorano (or any other sUItes) yet. In anticipation of the "ramping up" <br />needed, we at CWCB have begun working to get ready for actually making floodplain maps. We <br />foresee a number of issues will need to be resolved, including: <br /> <br />e <br /> <br />. Updating and maintaining a statewide database of mapping needs and <br />information; <br />. Coming to an agreement with FEMA on final mapping priorities in Colorado; <br />. Developing funding and task agreements between FEMA and the CWCB, and for <br />the Denver metro area, between FEMA and the Urban Drainage & Rood Control <br />District (we anticipate that mapping work to be done in the 7-county Denver <br />metro area will be coordinated by the Urban Drainage & Flood Control District); <br />. Developing contracting arrangements for the various consultant specialties (i.e. <br />topographic mapping, GIS, hydrology, hydraulics, report preparation) and for <br />various geographic locations throughout Colorado; <br />. Getting answers from FEMA regarding various technical and funding policy <br />questions; <br />. Coordination with local governments; and <br />. Developing and finalizing scopes of work for each county to be studied (be aware <br />that studies will be conducted on a countywide basis, with municipalities within <br />each county being included in that countywide effort). <br /> <br />We have already developed a schedule for addressing all of the above needs, primarily during the <br />spring and summer of 2003. <br /> <br />e <br /> <br />Meanwhile, in early February 2003 (prior to Congress' budgetary action) CWCB was represented at <br />a Map Modernization planning session hosted by FEMA at its Region IV office in Atlanta. 12 states <br />and 9 regional floodplain agencies (including the Denver metro area's Urban Drainage & Flood <br />Control District) attended that meeting. The agenda included introductory remarks urging attendees <br />to take advantage of available resources (GIS already in place, local and state funds, "smart <br />people") to develop some quick success stories, presentations on the work already being conducted <br /> <br />Flood Protection.
