<br />., <br /> <br />- 2- <br /> <br />Summary of Critical Issues in This Memo <br />(find the specific memo sections for critical issues of particular interest to you) <br /> <br />e <br /> <br />Memo Section Critical Issue <br />Introduction Congress has approved $150 million for FY '03 floodplain mapping nationwide <br />I The Colorado 2002 MMIP is complete and available for review at www.cwcb.state.co.us <br />Z CWCB staff is ramping up for the new floodplain studies <br />2 CWCB staff will work with Urban Drainage & Flood Control District staff in the 7-county <br /> Denver metro area <br />2 FEMA Headquarters staff has been seeking input from states and regional agencies as it <br /> completes its FY '03 plans (note that the budget was not even adopted by Congress until <br /> almost half of the fiscal year had passed, so FEMA's planning activities have been <br /> corresoondinl?lv delaved for this year) <br />3 CWCB is conducting a pilot DFIRM project with one component in Teller County and one <br /> component, being conducted in cooperation with the Urban Drainage & Flood Control <br /> District, in Douglas Countv (to be comoleted at the end of June 2003) <br />4 CWCB has prioritized all 332 communities (cities, towns, and counties) in Colorado with <br /> regard to mapping update needs and identified the 16 highest priority counties and 97 <br /> municipalities within those counties for potential eligibility for FY '03 activities <br />4 113 high priority communities (cities, towns, and counties) will have preparatory work to do <br /> prior to developing updated mapping <br />4 CWCB has budgeted $500,000 for the state portion (12.5%) of the non-federal share of <br /> mapping costs, so communities will need to come up with their local portion (12.5%) of the <br /> cost <br />5 CWCB will revisit map update priorities for Colorado's 64 counties on an annual basis <br />6 189 Colorado communities did not fill out survey questionnaires or accompanying stream <br /> worksheets in the summer of 2002, and they should fill those out during the summer of 2003 <br />6 Please see future updates on Colorado's Map Modernization Program posted on our website; <br /> if you cannot obtain access to the Internet, we would be happy to fax or mail updates if you <br /> request them <br /> <br />e <br /> <br />1 - Status of the 2002Colorado Map Modernization Implementation Plan (MMIP) <br />You may recall that FEMA provided a $50,000 grant to the CWCB to complete a Map <br />Modernization Implementation Plan (MMIP) for Colorado by September 1, 2002. This plan <br />identified and prioritized drainageways, streams and rivers within Colorado that may potentially <br />require new floodplain mapping. New floodplain maps could address floodplains that need to be re- <br />studied and for floodplains that have not been previously studied. <br /> <br />Through the workshops we conducted in June 2002, the questionnaires and community worksheets <br />that were filled out during July, and the hard work of our consultants, we completed the Statewide <br />Plan and submitted it to FEMA just before the Labor Day weekend 2002. In September 2002 the <br />results of that effort were presented at the annual Colorado Association of Stormwater and <br />Floodplain Managers (CASFM) conference in Steamboat Springs. The PowerPoint presentation <br />from Steamboat Springs, with a few modifications, has been posted on the CWCB website <br />(http://cwcb.state.co.us - then click on the "Flood Protection" button). The entire MMIP report, <br />with backup information, is in the process of being posted on the website as well. To date we have <br />not heard any objections or concerns from FEMA regarding the recommendations contained in the <br />MMIP, so we believe FEMA staff agrees with the findings of the plan.
