Goslin <br />and I and other representatives from the <br />Upper Basin will leave for Washington to <br />commence meetings on Wednesday among the <br />seven states to see if we can present testi- <br />mony at the hearings which will reflect an <br />agreement among the seven states. <br /> <br />ltr. Tipton has expressed some reserva- <br />tions about what can be done and he is <br />entirely correct. This is a most difficult <br />matter. If we are to be successful it means <br />that everyone must retreat some\~hat from an <br />extreme position. We feel that these amend- <br />ments which we have proposed here, represent, <br />not an e::treme position on our part, but a <br />reasonable position. Certain principles we <br />believe we cannot retreat from, subject to <br />whatever action the Board takes here today. <br /> <br />This Board has not had a full opportunity <br />to examine the amendments. I think the most <br />that we can accomplish is that the staff of <br />this Board be allowed to negotiate language <br />in accordance with the general principles <br />that are set forth here. -Eventually an en- <br />tirely new bill, I am certain, will be <br />introduced - a new bill which will reflect <br />the agreement among the states if any such <br />agreement is forthcoming. The new bill will <br />not be prepared until after these hearings <br />occur during the week of the 23rd. The hear- <br />ings will last at least four days, the 23rd, <br />24th, then there is an intermission on the <br />25th; they \~ill resume the 26th and 27th. <br />The Upper Basin expects to present its.testi- <br />mony on the 27th. ~'7e expect that Governor <br />Love will be there on that date and the other <br />Governors of the Upper Basin.
