River commission will meet in official session
in salt Lake City. On Tuesday, ~tr. Goslin
and I and other representatives from the
Upper Basin will leave for Washington to
commence meetings on Wednesday among the
seven states to see if we can present testi-
mony at the hearings which will reflect an
agreement among the seven states.

ltr. Tipton has expressed some reserva-
tions about what can be done and he is
entirely correct. This is a most difficult
matter. If we are to be successful it means
that everyone must retreat some\~hat from an
extreme position. We feel that these amend-
ments which we have proposed here, represent,
not an e::treme position on our part, but a
reasonable position. Certain principles we
believe we cannot retreat from, subject to
whatever action the Board takes here today.

This Board has not had a full opportunity
to examine the amendments. I think the most
that we can accomplish is that the staff of
this Board be allowed to negotiate language
in accordance with the general principles
that are set forth here. -Eventually an en-
tirely new bill, I am certain, will be
introduced - a new bill which will reflect
the agreement among the states if any such
agreement is forthcoming. The new bill will
not be prepared until after these hearings
occur during the week of the 23rd. The hear-
ings will last at least four days, the 23rd,
24th, then there is an intermission on the
25th; they \~ill resume the 26th and 27th.
The Upper Basin expects to present its.testi-
mony on the 27th. ~'7e expect that Governor
Love will be there on that date and the other
Governors of the Upper Basin. If additional
days are required the hearings will go on
into the follo\~ing week."
