First we had to consider <br />in this bill that Arizona has agreed to give <br />California the first priority on the main- <br />stream water to the extent of 4.4 million <br />acre-feet a year. 1I1is means that Arizona <br />must secure additional water from an outside <br />source, if eventually it will be able to <br />realize 1.2 million for the Central Arizona <br />Project. <br /> <br />I <br />
