we knew would be set, this Board started
some seven years ago on rather detailed
studies of the Colorado River system, and
more intensively a lit.tle over two years ago
when the Pacific Squthwest ~1ater Plan was
announced. The ba~ic princ~ples that we
expected to follow then were enunciated in
Governor Love's reply of 1963 to the Pacific
Southwest ,'Tater Plan. ~'Te have been using
that as a guide since.

~.le have had informal meetings throughout
the years with representatives of the various
states. ~.'e ~lere not able to arrive at any
agreement on anything until recently. I can't
say that any agreement has been arrived at
now, but at least we have been talking on
more friendly terms. !.lr. Eckles, Nr. Hoses,
and myself met informally with representa-
tives of the Lo\'rer Basin in Lake Tahoe and
in Corvallis, Oregon, the past week. Follow-
ing those meetings, ~~. Goslin and I went to
Washington at Senator Hayden's request and
met with Senator Hayden, Senator Fannin and
the three Congressmen from Arizona, Congress-
men Udall, Rhodes and Senner. 1'le also met
w~th representatives from Cali~ornia and
with Congressman Aspinall in separate meet-
ings.

The reaction that ,.,e got to the proposals
that we made was from hostile to friendly.
There are factions in Arizona who feel they
should fight this all the "lay through; there
are other factions who indicate that the
approach of the Upper Basin appears to be
reasonable. l.le don I t know ~lhat the official
opinions of the various states ~lill be. The I
Colorado River Board of California is meeting
in Los Angeles tOday to discuss these pro-
posed amendments.

The Engineering and Legal Committees of
the Upper Colorado River commission will meet
here in Denver tomorrow to go over these
