SPARI<S: <br /> <br />"I am going to have to run, Ben." <br /> <br />"Governor, thanks very much for coming." <br /> <br />"Literally dozens of bills have been <br />introduced in the past three or four years. <br />Over fifty bills actually have been intro- <br />duced to authorize the central Arizona Proj- <br />ect and the various components of what was <br />originally called the 'pacific Southwest <br />l'later plan'. It's no longer termed the <br />Pacific South1l1est Nater Plan. In the ne\'l <br />bill it is called the 'Lower Colorado River <br />Basin Project'. The latest bills introduced <br />in the House is a series of bills, one of <br />which is H. R. 4671 by Representative Udall <br />of Arizona. This bill reflects an agreement <br />between the States of California and Arizona. <br />The effect of this agreement is that Arizona <br />guarantees to the state of California the <br />first 4.4 million acre-feet of water annually <br />that is available from the Hoover Dam or from <br />the mainstream below Lee Ferry. <br /> <br />This means that any shortages in the 7~ <br />million allocated by the Supreme Court to the <br />Lower Basin fall upon the Central Arizona <br />Project. of course, this is not popular in <br />Arizona, but Arizona had to face the political <br />facts of life that despite their winning the <br />decision in the Arizona-California case, they <br />had to come to some agreement with California. <br />This is what was done and the bill introduced <br />this year reflects that agreement. Previous <br />bills in previous years did not contain such <br />an agreement. Senator Hayden's bill in the <br />Senate does not reflect that agreement but <br />other bills introduced, principally by Sena- <br />tor I<Uchel of California, do reflect the <br />agreement. <br /> <br />Hearings will start on the 23rd of this <br />month before the Interior and Insular Affairs <br />Committee of the House of Representatives. <br />The hearings will be held on H. R. 4671 and <br />the companion bills, all identical to H. R. <br />4671. In preparation for these hearings that <br />
