TIPTON:

Now they take the position, the Upper
Basin - the Upper Colorado River Commission
and I know it is ttr. Sparks' position - that
Arizona on her tributaries, taking the defini-
tion of the compact, the Colorado River .is
the Colorado River system which includes all
the tributaries, that there is being now bene-
ficially consumed under the definition of the
Supreme Court, considerably more than the 8~
million acre-feet that was apportioned to the
Lower Basin. They are consuming all the sur-
plus that was destined for Nexico, and proba-
bly more too. NO\I/ that's on one tributary
largely. That's the Gila River. That is what
the position of the Upper Basin is. What the
Supreme Court might do, nobody knows how that
might be resolved.

I

That's not answering your question
directly, Ed. I think it is a little more
than a matter of bookkeeping. I think it
should be bookkeeping though. I think there
should be an accounting for all uses in the
Lower Basin including tributaries. I think
that is perfectly true.

Are there any other questions?"

"But it does not represent an extra
million acre-feet of water to be released
by the Upper Basin."

"No, it doesn't mean that. Oh, no. It's
no burden on the upper Basin at all."

"It's to cure the situation with respect
to the tributaries."

"That's right."

I

"But the tributaries above Lake Head as
well as the Gila River. There are tributaries
from the Little Colorado River and the river
from Utah. They are also in consideration
when you are talking about tributaries."

"The tributaries include all the tributaries.
