Tipton, in his original <br />statement, and I'm sure it must have been a <br />slip of the tongue, would lead one to be- <br />lieve that he didn't hold to the position <br />that he h3s explained. <br /> <br />My interpretation of that million acre- <br />feet is that it is a born~keeping job. That <br />it's a credit to the Lower Basin to be used <br />in determining the surplus of water in rela- <br />tionship to the delivery to the Mexican <br />states. It doesn't represent water at all. <br />It represents a bookkeeping item and gives <br />the Lower Basin just a little advantage in <br />determining what is surplus water in speak- <br />ing about the Mexican deliveries. But I am <br />very pleased with fotr. Tipton's explanation <br />and I hope that he will look at his original <br />statement and if he thinks it needs clari- <br />fication I hope that he will be able to make <br />that correction if it is necessary." <br /> <br />"Thank you, Ed. If you recall the pro- <br />visions of the compact, Article III (a) <br />apportions to each of the Basins 7~ million <br />acre-feet of beneficial consumptive use - <br />and here is the stinger as far as Arizona <br />is concerned - which will include all then <br />existing uses. <br /> <br />Article III (b) - permit the Lower Basin <br />to increase its beneficial consumptive uses <br />by an additional one million acre-feet. <br /> <br />ArticleIII(c) - if a treaty or inter- <br />national comity for preserving the internation- <br />al peace or any other reason, be negotiated <br />with Mexico allocating a certain amount of <br />water to l~xico, that shall first be taken <br />out of surplus over and above III (a) and <br />III(b). That's over and above 16 million <br />acre-feet. If that's not sufficient, each <br />Basin shall make up half the deficiency. <br />
