<br />the operating principles and the conflicts that <br />exist among the water users. I feel confident <br />that by early spring those things will be <br />worked out after which the effects of the <br />project, no doubt, will be arrived at and dis- <br />cussed with the Arkansas Valley Ditch Associa- <br />tion and the Arkansas River Compact Adminis- <br />tration. We are very optimistic about this <br />project. We want to build it and we've had <br />wonderful support from all interests concerned. <br /> <br />1 <br /> <br />with respect to other studies in the Arkan- <br />sas River Basin, namely the general investiga- <br />tions program, we have received funds for a <br />continuation of studies which have been underway <br />for some time and at the present time we are <br />concentrating on a local protection project <br />study at Las Animas. This would consist pri- <br />marily of the levee on the south bank of the <br />Arkansas River and a small recreation pool <br />adjacent to the levee. It would consist of a <br />small excavated pool of about 19 acres for <br />recreation in the area and I'd like to point <br />out that this is a rather unique thing insofar <br />as our work is concerned. It has been made <br />possible by recent legislation which has per- <br />mitted us to include recreation in connection <br />with local protection projects, projects in- <br />volving levees and that type of thing, or non- <br />reservoir projects. <br /> <br />We have had wonderful cooperation from <br />the state of Colorado, the state Game and Fish <br />Department and the Public Health Service, the <br />Water Board,and other local interests in con- <br />nection with this project at Las Animas. We <br />intend to have a draft of a report ready in <br />the next few months at which time we will ask <br />for field level review and comments. Also we <br />intend to present the project to local interests <br />in the near future and tell them exactly what <br />their local requirements will be with respect <br />to furnishing rights-of-way, etc. It looks <br />like a very good project and we will get a <br />draft of report to the Board in a short time. <br /> <br />1 <br />
